MINUTES OF THE UNIVERSITY CITY COUNCIL

March 29, 2006

At a Special Session of the City Council of University City held in Room No. Two of the
City Library, located at 6701 Delmar Boulevard on Wednesday, March 29, 2006, Mayor
Adams called the meeting to order at 4:00 p.m. In addition to Mayor Adams, the following
members of Council were present:

Ms. Stefany Brot
Ms. Shelley Welsch
Ms. Francine Brungardt
Mr. Robert Wagner

Ms. Colquitt and Mr. Sharpe Jr. were excused absences.
Also in attendance was Mr. Frank Ollendorff.

The agenda for the meeting, so stated on the Notice posted, was to discuss the possibility
of canceling Council’s Regular Session meeting for April 3, 2006.

Ms. Brot stated that when the calendar was presented to Council for approval, the
municipal election date was not listed. She said that if it would have been on the calendar,
Council would have noted the possible conflict with the election being the next day and
would have scheduled it on a different Monday in April. Therefore, Ms Brot motioned to
cancel the Council’s meeting on Monday, April 3, 2006.

It was noted that the next scheduled Council Regular session would be as scheduled, April
17, 2006.

Mr. Wagner requested that all present would state their reason for or against canceling the
Council’s Regular session.

Ms. Welsch said that she had her calendar marked to be in attendance. She did agree
that schedules were very tight with Municipal Elections happening the next day but she
would be in attendance at the meeting, if so decided.

Ms. Brungardt asked Mr. Ollendorff if he was aware of anything of pressing nature that
would be hurt by the canceling of this meeting. Mr. Ollendorff did not know of an urgent or
critical matter and said that he was only aware of three items: Aldi’s and two condominium
projects. He also was said that approving the Economic Development Tax Citizens’
Committee should be done as soon as possible.

It was noted that not all Councilmembers nor Commissions had appointed a person to this
committee yet, so approval could not happen yet.
