<br />Regular meeting <br />May 1, 2006 <br /> <br /> <br /> <br /> <br />Mayor Adams moved to the Legislative Docket. <br /> <br /> <br /> BILLS FOR SECOND AND THIRD READING: <br /> <br />BILL NO. 8835 — <br />1. AMENDING CHAPTER 34 OF THE MUNICIPAL CODE OF <br />THE CITY OF UNIVERSITY CITY, RELATING TO ZONING, BY REPEALING <br />SECTION 34-104.2(5) THEREOF RELATING TO SIGNS IN CONNECTION WITH <br />POLITICAL CAMPAIGNS, OTHER CIVIC NONCOMMERCIAL CAMPAIGNS, OR <br />OTHER NONCOMMERCIAL MESSAGES, AND ENACTING IN LIEU THEREOF A <br />NEW SECTION TO BE KNOWN AS "SECTION 34-104.2(5)" BY AMENDING SAID <br />SECTION SO AS TO CHANGE REQUIREMENTS FOR SIGN SIZE AND <br />DURATION CONTAINING A SAVINGS CLAUSE AND PROVIDING A PENALTY. <br /> <br />Ms. Brot explained that the City Clerk provided what the correct procedure is in order to <br />Table a bill. Obviously, Ms. Brot asked for this bill to be tabled, fully understanding that <br />she and the Council knew it was meant to be brought up after the elections. According <br />to Robert’s Rules, the procedure now would be to Suspend the Rules, just to handle this <br />bill. A motion to Suspend the Rules will need to be made and will need to be moved <br />and seconded. At this point, a motion to take from the Table needs to be made, moved <br />and seconded. Discussion can then proceed. <br /> <br />Mayor Adams presented theory that 8835 died with last Council because it was not <br />approved with Legislative body that now ceases to exist, therefore the bill ceases to <br />exist with the new Legislative body. <br /> <br />Ms. Pumm said that Mayor Adams was absolutely correct in his theory. Ms. Pumm said <br />she had presented the same theory to Mr. Ollendorff and was told that because of the <br />special purpose of this Council meeting, it would not be brought up until the next <br />Council meeting. <br /> <br />Ms. Brungardt felt that Council needs to take a look at where we were, why it was <br />dropped off and how we can proceed in a way that is amicable and respectful of the <br />work that brought this work before Council. Ms. Brungardt asked if it has to be removed <br />from the Table by someone who placed it on the table. <br /> <br />Ms. Pumm said that it only has to be a member of the Council to make a motion to take <br />it from the Table; it is not required to be the person who originally made the motion. <br /> <br />Mr. Price did not have a problem with taking it off the Table but did not want to make a <br />decision on something he knew nothing about. <br /> <br />Page 5 <br /> <br />
