<br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />May 8, 2006 <br /> <br />At a Budget Study Session of the City Council of University City held at the City Library <br />auditorium, 6701 Delmar, on Monday, May 8, 2006, Mayor Adams, called the meeting <br />to order at 6:30 P.M. In addition to Councilmember Wagner, the following members of <br />Council were present: <br />Mr. Robert Wagner <br /> Ms. Francine Brungardt <br />Ms. Stefany Brot <br /> Mr. Bryon Price <br />Mr. Arthur Sharpe, Jr. <br /> <br />Councilmember Glickert had an excused absence. <br />Also present was the City Manager, Frank Ollendorff. <br /> <br />The purpose of this meeting was to discuss various aspects of the 2006-2007 Budget of <br />the City of University City. <br /> <br />The first of three Budget Study Sessions reviewed pages C-28 through C-79 <br /> <br />C-28 – Police Department <br /> <br />Mr. Ollendorff explained that University City’s Police Department is the only department <br />in Missouri that has been accredited three consecutive times for a total of nine years. <br />Mr. Ollendorff explained that accreditation is based on Standards that have been kept <br />up-to-date. <br /> <br />Mr. Ollendorff said that as in most of the budgets over 70% of the cost is personnel. <br />He stated that the police department’s staff was reduced by three (3) last year and the <br />staff is proposed to remain the same for this budget year. The uniformed staff consists <br />of 79 officers. The civilian staff consists of 22 full and 15 part-time. Mr. Ollendorff said <br />that this budget year shows elimination of the scholarship cadet program. Reduction in <br />the hours of the part- time, evidence custodian. <br /> <br />Mr. Ollendorff said that he was able to balance FY 06-07 budget by reducing capital <br />budget items. He will explain this reduction in each department. Capital budget items <br />requested in the Police budget were six (6) laptop computers so every police vehicle <br />would have one, but was put on hold. He said the largest cost increase in the Central <br />Garage was the cost for gasoline. <br /> <br /> <br />A request was made to see how much overtime was paid because the officers had to <br />come back into the office to hand-write the report. <br /> <br /> <br /> <br />
