<br /> <br /> <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br /> <br />MAY 22, 2006 <br /> <br />At a Budget Study session of the City Council of University City held at the City Library <br />auditorium, 6701 Delmar, on Monday, May 22, 2006. Mayor Joseph Adams called the <br />meeting to order at 6:00 p.m. In addition to Mayor Adams, the following <br />Councilmembers were present: <br /> Mr. Byron Price <br /> Ms. Francine Brungardt <br /> Ms. Stefany Brot <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Robert Wagner <br /> <br />Also present were Frank Ollendorff, the City Manager and Willie Norfleet, the Director of <br />Finance. <br /> <br />Mr. Ollendorff stated that additional monies were created from an increase in real <br />property tax to be received and from changes in budget preparation. Mr. Ollendorff said <br />that this newly found money could be placed in a contingency fund to meet possible <br />future emergencies. <br /> <br />Mayor Adams requested that the City would have at least $5,000 for the Centennial <br />Celebration needed by the Centennial Steering Committee. <br /> <br />Mr. Ollendorff explained that there are eight different bills being introduced tonight to <br />carry out the proposed FY 2006-07 budget. <br /> <br />Ms. Brot inquired about the changes found in the budget preparation. Mr. Ollendorff <br />said that there was an increase from the money that was money left in revenue that <br />CALOP would pay the general fund for all the services so it had to be taken out of <br />revenue and the decrease was cell phones for Public Works. <br /> <br />Mr. Price asked how deteriorating alleys were handled. Mr. Ollendorff said that it comes <br />out of the Street Dept budget if it was already in existence. If streets are done for the <br />first time, the residents of that particular area are accessed to bring them up to code for <br />the City to take over maintenance. Mr. Ollendorff said that alleys are consider <br />dedicated Right-of-Ways and are considered public streets if they have been paved. <br />University Hills is requesting the City to take over their streets. <br /> <br />Ms. Brot asked if additional laptops for the Police Dept were added and Mr. Ollendorff <br />said that it was agreed that the City would apply for grants first and if they were not <br />granted or grant award did not fully fund the cost, it would be the top priority to find <br />monies. <br /> <br /> <br /> <br />
