<br />safety. <br /> <br />Mayor Adams stated that the bill just passed does not approve the design. He told Ms. <br />Bush that their concerns and requests should be brought up in the future design <br />meetings yet to take place. Mayor Adams pointed out Ms. Riganti and told them to let <br />her know that you want to be informed of these meetings. <br /> <br />In returning to Ms. Ricci’s question asking the City Manager if the contract she has is the <br />same Ms. Feier stated that the Kingsland Walk has been in front of the TIF Commission <br />for quite some time and there has been nothing done with the ordinances. Ms. Ricci <br />asked her again if the contract she has is the same as the March 2009 contract she <br />signed. Ms. Feier stated she was not sure of what Ms. Ricci was asking and offered her <br />to talk to Mr. Simon who was present. The only thing Ms. Feier knew of was the <br />blighting. <br /> <br />Ms. Ricci asked to pull the bill until the contract could be presented to Ms. Feier. <br /> <br />Mayor Adams asked Mr. Jay Simon to step forward. Mr. Simon stated this was a <br />preliminary funding contract that they were asked to execute before the process started <br />before the TIF Commission. He stated they were asked to prefund $50,000 to cover all <br />of University City’s expenses before the TIF Commission commenced. Ms. Ricci asked <br />Mr. Simon who asked him to do this and he said probably Mark Grimm or Mr. Walker. <br />Ms. Ricci stated that it was not Mr. Walker as that is where she learned that it was <br />signed without Council’s approval. Ms. Feier stated that it was coordinated through Mr. <br />Walker. Ms. Ricci stated that according to Mr. Walker, Mr. Simon came in after the <br />contract was signed and was surprised by it. <br /> <br />Mayor Adams in trying to explain it said that normally when a TIF comes up in this region <br />there is always expenses that will be expended for that TIF project. Somebody has to <br />pay for the expenses and normally then that is put on the developer to pay those <br />expenses. He asked Ms. Ricci if she was asking if the City should pay for it. Ms. Ricci <br />stated that what she has found out that a $50,000 contract was signed with some <br />implications in it and the Council was not aware of it. Ms. Feier stated that if Ms. Ricci’s <br />question was not in conjunction with the ordinance this can be discussed at another <br />time. Mayor Adams stated that the Council has had several meetings with Mr. Simon <br />and he does remember it being discussed. He said that Council has heard of it, dealt <br />with it, although may not have specifically dealt with this specific contract but that <br />concept was specifically discussed. Ms. Ricci begged to differ and asked to see the <br />Council vote. <br /> <br />Mr. Price asked if everything related to Kings’ Day Care was satisfied. Mr. Simon stated <br />that to his knowledge it was. <br /> <br />Mr. Crow asked Mr. Simon to verify that the City was not out any funds, that he put up <br />the $50,000 and Mr. Simon agreed. <br /> <br />Mr. Sharpe asked City Attorney Mr. Mulligan if he could enlighten the Council of this. Mr. <br />Mulligan stated that he has no knowledge of this, as the City had special counsel <br />representing the City in this matter. <br /> <br />Mr. Glickert informed Mr. Simon that it was not about them as they did everything they <br /> <br />
