 <br /> <br /> <br />November 31, 2009 <br /> Honorable Mayor and City Council: <br /> As required by the City Charter, each year the City Manager’s Office provides Council <br />with the Annual Administrative Report.This report covers July 2008 through June <br />2009. <br />Not only did Staff accomplish Council goals, they worked diligently within their <br />departments to meet the day-to-day needs of our citizens in the face of exceptional <br />challenges a culmination of which has been prepared for your consideration in this <br />report. <br />In the coming year, we will continue to focus on Council priorities and work to ensure <br />the quality of life and commitment to municipal effectiveness our residents expect. <br />Given the recent downturn in the financial markets, the City will have to strike a delicate <br />balance between employee compensation and benefits relative to actual inflation and to <br />the continuing budget constraints. It is my goal to retain our highly committed quality <br />staff and to focus on revenue enhancement rather than jeopardize long term quality <br />services Council chooses to provide. The health of our City depends on this balance. <br />To the extent possible, we will continue to educate the public about our efforts to be <br />more efficient, more creative, and more responsive in order to make the revenue <br />enhancements and service reductions an educated choice of the residents, whatever <br />their decision. <br />In order to provide Council with meaningful data to assess the efficacy and efficiency of <br />our operations, we will be planning to overhaul some of the information contained in this <br />report for 2009-10. Performance type measures will be included, as well as trend data <br />(over a period of years). The measures will reflect what our department directors view <br />are key statistics in telling you and our citizens whether we are performing as effectively <br />and efficiently as possible. Routine statistics that do not give any insight into our <br />operational effectiveness will likely be abandoned in favor of statistics that get to the <br />heart of our operations. This process will not only assist you in assessing our services, <br />but should also help our department directors as they strive to provide valuable services <br />at the lowest possible costs. <br />Whatever strategic goals are adopted going forward, the directors, staff and I will do <br />everything possible to meet those goals.
