We implemented the new Human Resources / Payroll modules this week
. Many
months of training and data conversion culminated as the first payroll was processed in
the new system this week. Finance and Human Resource staffs have trained for
months and have made tremendous efforts to make the transition as smooth and
accurate as possible. While there was a minor delay in direct deposits, all employees
were paid on Friday of this week. Thank you also to department personnel who trained
and are now active in the system. The system is now two-thirds complete with refuse
billing being the only large area left to implement. The refuse billing will implement in
early this summer.
Public Works met with Ameren, the utility locate company’s representative (Missouri
One Call), the Delmar Streetscape Contractor and their boring subcontractor regarding
the cobra-head streetlights (Ameren Owned) and the decorative street lighting (City
Ameren, the Delmar Streetscape Contractor and their
owned) in the Loop.
subcontractor, will cooperatively complete the cobra-head streetlight repair
work.
The subcontractor agreed to perform the repairs, at no cost to their Contractor or
to the City, resulting in the City saving almost $60,000 in repair expenses. Through our
research, we discovered that the subcontractor did not call the utility locate company –
Missouri One Call, before performing their boring work. They used their Delmar
Streetscape contractor’s locate information, which is prohibited. Ameren also softened
their strong position of requiring the City (and subsequently the City’s Delmar
Streetscape contractor) to complete the repairs because Ameren indicated that in the
past, their company might not have utilized current best management practices to install
their street light conduit in the Loop. The subcontractor will perform the repair work and
Ameren will supervise it. The Delmar Streetscape Contractor will draft a plan to perform
the repairs. Their proposal will be reviewed and approved by the City and Ameren
before execution. The work is expected to be completed before the spring, weather
permitting. Temperatures above 40 degrees are required to pour concrete for the pull
boxes. Through the excellent follow up of public work staff, this agreement settles a
long-standing issue between Ameren and the Delmar Streetscape contractor and
eliminates the risk of Ameren turning off the City’s lighting in the Loop.
We were notified this week that U City in Bloom will receive the Citation Award
from the Missouri Parks and Recreation Association
for their collaboration with the
City over the past 25 years.
