Mr. Crow said that we need to spend time with legitimate concerns that will minimize <br />the risk but not to simply slow down the process as he feels it is time to move on. <br />Mr. Sharpe is one hundred percent in favor of the program but wanted to offer one or two <br />caveats. He felt it was important to have someone come in to discuss with the students <br />character building and skill building that they need for jobs dealing with responsibilities for <br />being successful. <br />Ms. Ricci stated that the heart of good decisions is a vigorous debate and differences of <br />opinion. It is her hope that some day we get to the point that there is tolerance for someone <br />who has a different opinion, that there is silence when they are speaking and there is <br />consideration for what they have to say and at the end of the day we can have a vote, make <br />a decision and move on. Ms. Ricci stated that it is unhealthy not to listen to different <br />opinions. Good decisions arise through discussion of different opinions. She stated her <br />commitment is to her ward and to her whole city. Ms. Ricci said she hasn’t heard the <br />statistics of what the City is comprised of. This is the kind of statistics we need to make a <br />good decision. In this time we don’t have a lot of money to spend when it only focuses on a <br />few. <br />Mr. Wagner stated he has read the notebook of material Mr. Price has given them. He felt it <br />was a great program and commended all the students that came up to speak. He thought <br />they could find the money to start it off but his concern was the sustainability of the program. <br />Mr. Wagner stated he would like to see how money could be raised to keep the program <br />running. <br />Mr. Price asked the superintendent Ms. Wilson to explain to how this can help the school <br />district. Ms. Wilson said this would be an ongoing collaboration between the City and the <br />district. The district works hard to send their students along the right path. In this present <br />economy, jobs are hard to find and this program would give them the opportunity to learn a <br />work skill, interviewing techniques, responsibility and accountability of their part. It will help <br />them prepare for the future and give them some alternatives. Mr. Price’s second question <br />was on grant opportunities and wanted to know if she saw any collaboration on that. Ms. <br />Wilson stated she was just talking to someone about this program and they were willing to <br />partner with this program as well. Mr. Price then asked Chief Adams if he could see how a <br />job program would be beneficial. Chief Adams stated that anything that would give the kids <br />something else to do than to be chased by the police would be beneficial. Anything that <br />would give them some of the skills, goals and aspiration to do something else in life would <br />be beneficial. Mr. Price said procedurally to the Mayor and City Manager that in the report it <br />was stated that it could be started with a budget amendment of $19,435. Mr. Price moved <br />for the pilot start up of the Youth Initiative, a budget amendment for $19,435 to be placed on <br />the agenda for the February 8 Council meeting. Mr. Wagner seconded the motion. <br />Ms. Ricci said she did not see the cost of insurance or if there was any bonding or liability. <br />Ms. Feier stated they would be considered City employees and would be covered under the <br />City’s insurance. <br />The motion passed with two NAYS from Mr. Glickert and Ms. Ricci. <br /> 7 <br /> <br />
