Park. St. Louis County Economical Council has been contacted for developing partnerships <br />with surrounding municipalities in an attempt to expand Cunningham Industrial Park. <br />Mr. Price stated his frustration is the lack of activity over some of the parcels over time. He <br />felt it was not being pursued in an active manner. Mr. Price asked how do you creatively <br />make something happen. Ms. Riganti stated that they have been told that they have been <br />unsuccessful at this point because of the economy. Mr. Price asked if she thought this <br />should be revisited and Ms. Riganti agreed. <br />Mr. Wagner asked in regards to Cunningham Industrial Park with high occupancy rates if <br />the City could raise the lease rate without affecting the occupancy rate. Ms. Riganti said <br />they would look into it. He asked Ms. Riganti how anxious should the City be to be any city <br />USA and take the first offer because the economy is down. He felt that the economy will <br />come back up and not to play all the high cards right now and loose them. <br />Mr. Sharpe asked if the City is keeping concepts in mind for what the community asked for <br />when looking for a developer. Ms. Riganti agreed. <br />Mayor Adams said he was approached to move up a group on the agenda because of <br />school aged youth involved. Mayor Adams noted that if Council moves to change the <br />agenda to hear them now, they are limited to five minutes. Council moved to allow them he <br />heard at this point in the agenda. <br />Rod Jennings, 1306 Mr. Olive <br />Mr. Jennings stated he was asked to come back with details on how the Low Income House <br />Improvement program could be funded with UHelpU program. The students with Mr. <br />Jennings were from the Robotics team heard in other Council sessions. This will be a <br />community based effort to stabilize the City’s neighborhoods to assist and serve those who <br />cannot afford to make the necessary repairs to their residence. This program will bear no <br />administrative expenses and 100% of what is raise goes into the program. It is a community <br />based effort with various sources for donations being made. Donations can be made by <br />choosing $1, $6 or $12 as regular monthly donations or you can overpay your city bill by $1 <br />or more. Marketing, advertising and solicitation would be developed through the efforts of <br />the U City School district students who would earn community hours and if appropriate, <br />students could be hired and paid for by the Youth Initiative program currently being <br />considered. Brittany Woods Robotic team has asked to be involved and they are now <br />working on the logo design, marketing and the advertising phases of UHelpU. Mr. Jennings <br />stated he will be meeting with the volunteer group from University City High School and he <br />will charge them with the tasks of corporate solicitation, creative fund raising and distribution <br />of marketing tools. Mr. Jennings hoped to have a few simple pages on the City website with <br />information on it. Internally within the City the existing accounting structure will be used to <br />direct monies. Simple projections show that if 10,000 University City households <br />contributed $6 semi-annually with their trash bills, the program would generate $120,000 <br />annually. This is an example of how a community wide effort can address the needs all <br />citizens. His submittal is attached at the end of the minutes. <br />3. <br />Fire Chief Olshwanger provided additional background on the equipment needed for the <br />proposed bond issue election in April. <br />Chief Olshwanger stated that the fire department appreciated the efforts of the Council to <br />place the bond issue on the ballot.
