On that point she narrowed it to just producing a <br />brochure for Proposition P only. <br />Mr. Price asked the Mayor if everyone on this Council supported the bond issue. He stated <br />that there can’t be a member working against it. Is so, let them be up front and tell the <br />people whose house burnt down when the pumper broke down. <br />Mayor Adams stated he was supportive of the bond issue. He said that Ms. Carr stated that <br />it will raise your taxes but he said that if we maintain the fire department with what it has, it <br />also will result in a reduction in your property insurance.Mayor Adams stated bonds are <br />used for things that have extended life time as fire equipment. He said many municipalities <br />will use bonds for heavy equipment like that. He said because of a variety of things it has <br />not been possible to put money aside for these major things. He was in favor of putting this <br />small bond issue on the ballot to protect the health, life and safety of the residents. Mayor <br />Adams stated that along with the pumper, money is to be used for equipment for the new <br />fire house and the conversion of the existing fire house for police use which is very much <br />needed. <br />Mr. Sharpe stated that not only are we asking for two pumpers but there is fire equipment <br />that is absolutely needed. <br />Mr. Wagner is in favor of Proposition P and in full disclosure his father was a fire fighter in <br />Kansas City. He moved to expend $6,000 for a small brochure completely educational and <br />was seconded by Mr. Price. <br />Ms. Ricci felt the citizens do need to be educated, but given the brochure produced for the <br />last proposition in August that in her opinion the brochure was highly skewed and inaccurate <br />and done in a way that she hopes is never done again. Her question is how is the Council <br />going to oversee and have Council agreement on this brochure.Ms. Feier stated the draft <br />went out three times on the previous brochure. Ms. Ricci stated that there were not three <br />drafts sent out. She said that by the time they received a draft on Friday, it was already at <br />the printer. Ms. Ricci would like the Council to look at the brochure and give the citizens as <br />much information as possible. <br />Mr. Glickert stated he would be in favor of a brochure but has questions as who is doing this <br />and who is involved from the Council and who from the citizenry is involved. He too had <br />some serious concerns about the prop that went out in August and the inference that was <br />on the material. <br />Mr. Wagner recalled that the previous brochure, the Council only saw one draft and by the <br />time they were able to get back with comments, it was already at the printers and could not <br />make any changes. Mr. Wagner offered an amendment to his motion that the Council <br />should see the draft and comments collected before the printing of the brochure. <br />Mr. Price asked to have Mr. Sharpe as well as the fire department on the committee for the <br />material to be put on the brochure.
