Regular Session <br />June 5, 2006 <br /> <br /> <br /> <br />AGENDA ITEM # 7 — Annual Budget Adoption <br />It was recommended for adoption of the Budget for the fiscal year 2006-2007 with the inclusion of the <br />ageed upon revisions considered during four public budget study sessions. <br />Mr. Glickert moved for approval and was seconded by Mr. Sharpe Jr. <br /> <br />Ms. Brot urged the Council to help low-income people living in University City (whose household <br />income is 125% and below the Federal policy threshold pay their heating bill. There are several <br />programs in place to help in these circumstances but they run out of money quickly. She tried to get <br />the Council to adopt a policy last year to help the needy. Ms. Brot recommended implementing St. <br />Louis County Care, a Utility Assistance Program which would cost at a minimum, $35,000. She <br />would like the City Manager to look in the budget for projects which receive grants; once grant money <br />is appropriated then she urged that the saved money from the budget be used to help our residents <br />pay their high utility bills. I would like the City to look into the budget in late summer and early fall to <br />fund this program. <br /> <br />Approval of the annual budget for fiscal year 2006-2007 was unanimous. <br /> <br /> <br />CITIZEN COMMENTS ON NON AGENDA ITEMS <br />Ben Wells, 1175 Belrue <br />Mr. Wells was there to speak of problems in his neighborhood. The curbs installed in 1999 to 2000 <br />are sinking and no longer effective. He reported four apartment buildings that have been sitting <br />vacant for about four years and have become a meeting point for drug dealing. He witnessed other <br />crimes on the streets of his neighborhood and would prefer increased policing Next was the problem <br />of dead trees that keep dropping limbs, causing damage to property. He said he will be back if he <br />doesn’t see the City making an effort to fix the problems. <br /> <br />Earlean Neely, 6712 Plymouth <br />Ms. Neely complained of the trash, debris and noise all day and all night in front of the empty <br />apartment buildings. There are dead tree limbs hanging over their property. She said they rarely see <br />the street cleaners and when they do come, there are cars parked preventing thorough: but there are <br />never any signs posted to tell residents of when these street cleaners are scheduled to come. <br /> <br />John Smith, 1129 Belrue <br />Mr. Smith complained of the big dead trees. He also had questions about the placement of fences. <br />He felt that neighbor’s fences would be in violation of city codes given him when he inquired about <br />installing a fence.
