be before the voters on April 6, 2010. Missouri Statutes on the campaign disclosure <br />reports are clear. Campaign disclosure reports must be filed for "receipts" and <br />"expenditures”. Both are limited to those for supporting or opposing a ballot measure, <br />candidate, or committee. State law prohibits the expenditure of public funds to <br />advocate, support or oppose a ballot measure. Section 115.646 RSMo. <br />Therefore, University City should not have made any expenditure to support or <br />oppose Proposition P that would require filing a campaign disclosure report, and the <br />resident did not identify any such expenditure made by University City. Another <br />resident has already filed two complaints with the Ethics Commission which were <br />October 29, 2009 letter exonerating the City <br />responded to in the attached for the <br />content of the Proposition S Brochure and noting that in the future we should include a <br />“paid for by” statement on our educational pieces. <br />The first fleet study assessment <br /> was provided to Council on June 4, 2009. As a follow <br />up to the tour of the garage and fleet program analysis, the February 1 Fleet <br />Presentation provided a more detailed assessment of how to right size our fleet and <br />implement the proper maintenance schedules. Much thanks to the flexibility of the <br />garage staff as we continue to refine and redesign the fleet program! As follow up to <br />the February 1 session, we have more good news. The integration of the fueling <br />software into the GBA fleet managementinformation system software was completed <br />on Tuesday, February 2. Through this integration, the fleet software can use data <br />collected from the fueling software to produce more accurate reporting and scheduling <br />of preventative maintenance. Instead of scheduling preventative maintenance solely <br />on time intervals, the fleet division will be able to schedule based on mileage <br />parameters. We will be able to easily run reports to show how much money the City is <br />spending on fuel, how often specific vehicles are being fueled, how much fuel is used by <br />departments, and much more. Again, thanks to IT, Public Works staff, and our <br />consultant for working together to accomplish this milestone. <br />Volunteer <br />The City is establishing a new part time position and is seeking a <br />Coordinator. <br />The position will have flexible hours however with a requirement to <br /> supervise volunteers and employees from 2:30 PM to 6:30 PM Monday through <br />Thursday. The individual will coordinate volunteer recruitment, training and assignment <br />with all city departments and assist as a clearinghouse for volunteers interested in <br />participating in University City non-profits. This person will also coordinate, plan, <br />oversee the Youth Job Corps (Youth Employment Program) program, and be <br />responsible for creating marketing materials, project creation and completion, as well as <br />overseeing program success. This position requires the ability to work cooperatively <br />with teens and adult volunteers; develop and direct volunteer programming; <br />demonstrate strong interpersonal and organizational skills, work independently and <br />prioritize work; and communicate in a clear and concise manner both written and orally. <br />This is a non-benefited part time position requiring approximately 25 hours per week for <br />an annual compensation of $20,000.
