felt the time was now for U City to more fully come and demonstrate to our children. <br />Council and citizens have heard the youth speak at the Council meetings. <br />Jan Adams, 7150 Cambridge <br />Ms. Adams said she did support the Youth Job program but said she just received an <br />email from Patrician Fontana, who spoke earlier, describing the program which is not the <br />way she understood it originally, but had two points to raise. It mentioned that the youth <br />would be U City employees and was concern it would violate the Civil Service rules if the <br />City hires outside that system. Secondly she is concerned about the City liability as she <br />thought the program was going to be run by the school or a 501C3 organization that <br />would have the legal liability for any problems. Ms. Adams’ concern was having <br />untrained youths in the home of the elderly and if something like a gas valve is left open <br />or a fuse blows from work done and the person then falls down injured, who would be <br />liable for it. Ms. Adams addressed Mr. Price’s comments of what the state auditor is <br />going to do and why are we spending another $60,000 after the City already spent <br />$35,000 for an audit . She said the state auditor will address an issue raised earlier by <br />Mr. Glickert; the way the Resolution was written for tonight is a violation of the Sunshine <br />Law. The state auditor would address this and if it was a violation of the Sunshine Law <br />than it would not be a valid vote and any appropriations would become <br />misappropriations. The state auditor will audit processes and see if the Council is <br />following the City Charter and various rules and regulations so they would not get caught <br />up in misappropriation of funds. <br />Rachel Williams, 7018 Dartmouth <br />Ms. Williams was present to show support for the Youth Job Corp program. It will give <br />the youth a sense of responsibility, pride and something to look forward to for betterment <br />of their future. Not only will it represent and believe in who they are but it will also give <br />students opportunity to be role models and contribute to less high school drop outs. Ms. <br />Williams highly encourages the Council to vote yes on the Youth Job Corps program. <br />Kathy Straatmann, 6823 Crest <br />Ms. Straatmann would like the Council to think about City services that may have to be <br />cut when making up their budget. She said that because the budget may be in trouble <br />now but it may not be in a few years and the money saved might not balance out to <br />some of the harm and complications they may cause. Mr. Straatmann spoke specifically <br />about the trees between the street and the sidewalks and the City considering turning <br />them back to the residents. Question she has with this is how is it going to be <br />maintained, will an inspector come and inspect them, will deadline and fines be given <br />when they are not taken care of properly and will that tax the already over-taxed <br />inspectors. <br />Robert Davoli, 7378 Milan <br />Mr. Davoli stated that a licensed social worker working with the school district has <br />misrepresented the Youth Job Corps in an email. He noted the program started as an <br />after school sports program, then a job program and now according to the email it <br />mimics what he has said in previous Council meetings, fixing homes of the elderly. Mr. <br />Davoli said that her email was not correct unless the Youth Job Corps transformed into <br />his proposal. He said his proposal differed in that the City would not be exposed to any <br />liability for injury because it would be funded by a 401C3 organization.
