<br />MINUTES OF UNIVERSITY CITY COUNCIL <br />February 8, 2010 <br /> <br /> <br />At the Regular Session of the City Council of University City held in the Chambers of the City Hall, <br />on Monday, February 8, 2010, Mayor Joseph Adams called the meeting to order at 6:30 p.m. In <br />addition to Mayor Adams, the following members of the Council were present: <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br /> Mr. Robert Wagner <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance were City Manager Julie Feier and City Attorney John Mulligan. <br /> <br />C. PROCLAMATION <br /> <br />D. APPROVAL OF MINUTES <br />1. <br />January 25, 2010, Study Session minutes were moved for approval by Mr. Price, and were <br />approved unanimously. <br />2. <br />January 25, 2010, Regular Session minutes as were moved for approval by Mr., seconded <br />by and were approved unanimously. <br /> <br />Mayor Adams asked for a moment of silence commemorating the death of a recently retired <br />Captain from the University City Fire Department, David Gawviner. <br /> <br />E. APPOINTMENTS <br />Mayor Adams stated he had some questions on the upcoming appointments as he didn’t think it <br />was fair, open or transparent. <br /> <br />Ms. Ricci called for a Point of Order. Ms. Ricci stated that what Mayor Adams was speaking on <br />was not on the agenda. She assured him that they would all be happy to talk about it but did not <br />believe this to be the format or forum to in which to do it. She noted that Council did not have any <br />of the information to which he was inferring to. Ms. Ricci stated that her Point of Order is that this <br />discussion was premature and should be postponed and set a separate time later for this <br />discussion. <br /> <br />Mayor Adams asked to hold up the appointments until it was understood how the appointments to <br />committees took place. <br /> <br />Mr. Glickert reminded Mayor Adams that there is a Point of Order on the floor and Ms. Ricci should <br />still have the floor, as she can have the Council vote on whether to continue with the appointments <br />as per the agenda. <br /> <br />Ms. Ricci said that since it was Mayor Adams’ issue, Mayor Pro Tem should make an objective <br />ruling on the Point of Order. <br /> <br />Mayor Adams did not agree, as he felt it was his duty to rule and the entire body would have the <br />right to vote on whether he is correct or not. He stated that was the simplest way to do it. <br /> <br /> 1 <br /> <br />
