in discussing some of the issues around budget amendments and could be <br />discussed at a study session on February 22. She did think that there were no <br />pressing issues about the budget amendment but could open the floor to Mr. <br />Mulligan for him to address any concerns. <br /> <br />Mr. Price said there were five individuals on the Council that have voted on budget <br />amendments numerous times and this is not something that is unusual or <br />complicated. He stated he does not need another legal opinion as you know his <br />feelings on lawyers because whenever we get a legal opinion we pay money. <br /> <br />Mr. Crow had a number of questions of transfers back and forth. He asked Ms. <br />Watson about their concern last summer about the natural gas tax at which time we <br />were looking at a $440,000 decrease and now it looks like it is back again, he asked <br />if that was a gross swing or a net swing. Ms. Watson stated that it was reduced last <br />year and this year we did receive more as some of that has to do with weather. Mr. <br />Crow’s next question was on the reduction in police positions as they have a <br />$200,000 surplus due to vacancies. Ms. Watson stated they have more employees <br />and more turnovers. Mr. Crow suggested that Council may want to discuss recruiting <br />on attracting and retaining police when a $200,000 savings results from vacancies <br />within that department. Ms. Watson stated that she believed there were only two <br />vacancies at this time. Mr. Crow then asked in regards to the vehicle for the Parks <br />Department, based on the information from the fleet consultant, if it was in there <br />recommendation to increase its fleet. He wanted to know if it was already a part of <br />the fleet survey or was it an addition. Ms. Watson stated that Parks large mowers <br />and tractors historically have not been part of the fleet purchases. She noted that out <br />in the future there are purchases of large mowers from Capital Improvement Program <br />but will then be moved into the fleet and then charged to the department. Mr. Crow <br />stated his question was if it was known at the fleet study, recommending a new <br />mower. Ms. Watson stated that the mower was at the end of its useful life. <br />Originally, it was to be taken out of the budget this year. <br /> <br />Ms. Watson noted that item numbers three; four, five, and six on the budget <br />amendment were items Council requested at the last meeting. <br /> <br />Voice voted on Ms. Ricci’s motion to postpone failed with four Nays from Mr. Price, <br />Mr. Crow, Mr. Sharpe, and Mayor Adams. <br /> <br />Voice vote on the original motion to approve Resolution 2010 – 2 passed with a <br />majority with NAY votes from Ms. Ricci and Mr. Wagner <br /> <br />3. <br />Resolution 2010 – 3 City Council’s approval of the City Manager’s authority for <br />budget transfers within funds of amounts under $25,000. This resolution was <br />adopted January 15, 2008, as Resolution 2008 – 2 with the agreement that it would <br />be reviewed yearly from the date of adoption. <br /> <br />Mr. Price moved to postpone discussion until the Council’s next meeting, February <br />22, 2010, seconded by Mr. Sharpe and was agreed upon unanimously. <br /> <br /> <br /> <br /> <br /> 7 <br /> <br />
