<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />October 26, 2009 <br /> <br /> <br />The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, October <br />26, 2009, was called to order by Mayor Joseph Adams at 5:30 p.m. The following <br />members of the Council were present: <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> Ms. Lynn Ricci <br /> Mr. Byron Price (arrived at 6:00 p.m.) <br /> Mayor Joseph Adams <br />Also present were the City Manager Julie Feier, Police Chief Charles Adams and City <br />Attorney John Mulligan. <br /> <br />The study session was planned for Joy Lynn Wilson to give an overview of the University <br />City School student problem intervention goals. <br /> <br />The goals on building interventions were: <br /> <br /> Increase adult presence in Halls. Two more were added to staff and the addition of <br />adult volunteers adding more adult presence in the halls. <br /> <br /> Add a staff position for Learning Support Liaison <br /> <br /> Real Talk. This is a gang prevention/intervention program that meets twice a week. <br />This is headed by Sultan Mohammed, Rod Jennings and Victor Pichot. Plan is for a <br />possible total of forty identified students. Presently they have fifteen. They will also <br />meet with the parents. <br /> <br /> Re-established a full time receptionist in order to provide rapid response. <br /> <br /> Use of positive behavior support <br /> <br /> School improvement plan, with new schools and improvement of existing <br /> <br /> Training for staff <br /> <br /> Peer mediation – monthly assemblies using role play to encourage non-violence <br />actions. <br /> <br /> Principal Advisory Council would consist of staff and students. The purpose is to be <br />proactive rather than reactive <br /> <br /> District support as MOVIP, U Time Academy (meeting with U City juvenile <br />detectives three days a week), TIP Line for anyone to call in anonymously, key pad <br />added on Balson door/buzz-in system on front entry. <br /> <br /> Student Due Process. First there is an investigation and next a hearing which leads <br />to a suspension or expulsion <br /> <br />The U City School prevention will rely on the Police Department involvement. Next the <br />administration is planning on sending out surveys to staff, the community and to the <br />students for assessment input. <br /> <br />The schools have added more supervision to assure students get on designated buses to <br />go home. They are also exploring staggered release hours. <br /> <br /> <br /> <br />
