of Order to hear the Resolution given by the Robotics group from Brittany Woods on the
proposal for a double-decker bus in the Loop area.

Mr. Sharpe moved for approval of the resolution, seconded by Mr. Crow and was passed
unanimously.

The Robotics group gave an update of where the club is in their competition proposal. They
stated that they had an upcoming meeting scheduled with Metro and are following up on the
liability insurance needed. They noted the bus company has agreed to bring the bus to the City
for exhibition at no cost, hopefully in February. Their competition was scheduled for January 9,
2010.

5.
Election Mailer funding
Ms. Feier proposed putting together a flyer with candidates running for Council seats and
also for the Bond Issue being proposed. The estimate given was $8,000 to $10,000 to print
and publish a flyer. Ms. Feier stated that there was $15,000 put aside in the budget for
marketing the “Destination U-City” concept that could be used or she said that she could ask
the candidates just to submit something and have this put on the web site.

Mr. Glickert said to put the money back in the bank.

Mr. Crow stated he agreed with Mr. Glickert.

Ms. Feier confirmed with the Council that they did not want to produce any flyer for the
candidates in the Municipal election and each candidate would handle it themselves.
Council agreed unanimously.

6.
Council Retreat funding
Council had talked about doing a strategic planning and goal setting session and Council
had requested to wait until April so the new Council would be in place. Ms. Feier was
looking at May at the Green Center of which the facilities would be free for the Council’s
use. She has had a range from $4,000 to $8,000 and the Council has $3,000 in their
budget. Ms. Feier is looking at using Julie Novak who has come down to $5,000 and asked
Council if they would want to add to their budget $2,000 or alter the program to make it
shorter in order to lower her fee. Mr. Crow asked where the legislative budget stood. He
would prefer to stay within the budget already planned. Ms. Feier thought it would have to
come out of the City’s Reserves.

Mayor Adams felt that to have a good functioning Council, the longer retreat would be
needed.

Mr. Glickert agreed with Mayor Adams and also asked to have the Directors attend the
meeting. He suggested that since Ms. Novak originally bid $8,000 why not try to negotiate
the price down a little more or she what she can offer within the Legislative budget. Ms.
Feier stated that she had talked to Ms. Novak and she felt it was important to keep the
program in tact and actually came off her fees without cutting anything. Mr. Glickert stated
he did not want to touch the reserves.

Ms. Feier asked if what she heard was to go with Ms. Novak as long as money could be
found within the present budget. Council agreed.

5
