Mr. Price did not agree to lower the amount. <br /> <br />Mayor Adams stated that he was part of the Council that established the low income home <br />improvement fund. He stated that the idea when it was created was that enough revenue <br />would be coming in when the loans were repaid to keep it funded. <br /> <br />CITIZEN COMMENTS <br />Bob Davoli, 7378 Milan <br />Mr. Davoli stated he had an idea that would combine the youth clean-up program and the <br />Senior Home Improvement Program. He would create a summer youth training program <br />that would teach high school students to do simple repair work and weather proofing for the <br />projects for low income residents. The first week training would be voluntary and if promise <br />was shown, they would be given a wage according to ability or funds available. Mr. Davoli <br />said that if money and time permits, they could possibly work on fixing code violations on <br />the low income families. He thought the City could have an auction to help fund this <br />program. Mr. Davoli also said it would be worth a try to seek federal, state or housing and <br />urban development money. He stated that details would need to be worked out but the <br />taxpayers would not be paying out $100,000 to employ only 29 students and a coordinator <br />for 50 weeks. He rather the city fix the programs it has, getting the most benefit for the least <br />cost. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert stated that the dollar help is the most creative idea that has come to the <br />Council. She noted that this is the way it should be funded, not out of the reserves. Ms. <br />Glickert stated that the Council has favored Parkview Gardens over the Third Ward in the <br />past few years with the allocation of CDBG funding. <br /> <br />Mr. Price stated the issue is, do you still support the program. He said let’s not play games <br />with volunteers, as you start off with a lot and then goes to a few. He stated that either we <br />fund it or not fund it. Mr. Price said that if you say it is a good program then you support it. <br />If you say it is not then don’t play games. Mr. Price called for the question. <br /> <br />Mr. Glickert moved to amend Mr. Price’s motion of funding the Low Income Home <br />Improvement program from $20,000, to be taken from the City’s reserves to $10,000 to be <br />taken from the line budget “Marketing Destination U-City.” Mr. Glickert’s motion was <br />seconded by Mr. Crow. The motion to amend failed with two Ayes from Mr. Glickert and <br />Mr. Crow. <br /> <br />The original motion of $20,000 from the reserves failed with a tied voice vote: Ayes, Mr. <br />Price, Mr. Sharpe and Mayor Adams; Nays, Mr. Wagner, Mr. Crow and Mr. Glickert. <br /> <br />Mr. Price stated that since people don’t consider this valuable, then they need to come back <br />with a viable funding solution. He noted that a vote was needed to move forward on Mr. <br />Jennings recommendation of the Dollar Help program. <br /> <br />Mayor Adams stated that the Council is of like mind for the Dollar Help program. How it will <br />be structured he did not know.
