Session 1710, Minutes <br />November 3, 1997 <br /> <br />AGENDA NO. 2: PUBLIC HEARING - ZONING ORDINANCE: <br /> <br />Mr. Ollendorff said that this is the time for the first of two public hearings on the <br />new proposed zoning ordinance, which is the result of several years work by the <br />consultant, Plan Commission and City staff. The Council had input early in the <br />process. <br /> <br />Mayor Adams declared the Public Hearing opened. <br /> <br />Being that there were no requests from the public to speak on this matter, Mayor <br />Adams asked for comments from Council. <br /> <br />Mr. Schoomer said that he had only been through the document twice since he <br />received it, so he would have written input given to Mr. Ollendorff later. <br /> <br />Mr. Lieberman wished to point out to Council that a review was received by Mr. <br />Michael Weber, consultant for the new zoning code and subdivision land <br />development regulation. In that document, he tried to highlight the zoning code <br />updates and some of the things that had been changed. The Plan Commission did <br />agree to make a change regarding parking facilities in planned development, which <br />was not in Mr. Weber's summary. Under the section that deals with "Planned <br />Development", page 7-12, top of page, instead of 1.5 spaces of parking for each <br />dwelling unit, they changed it to two spaces of parking for each parking space per <br />dwelling unit. This had been changed since the consultant's review. Another <br />matter, page 4-19, deals with conditional uses for the general commercial district. <br />There are three different categories of which he thought were not to be permitted <br />in University City, under any condition. These categories being: Bars and taverns; <br />packaged liquor stores and pawn shops. He had thought that these were to have <br />been removed. Mr. Schoomer said that each of these were controlled by state law <br />and licensing provisions. The first two are at the discretion of Council, exclusively. <br />The third, he feels, has a high improbability of ever occurring. Mr. Lieberman felt <br />that they should not be permitted in the "GC" district, even with a conditional use <br />permit. <br /> <br />Mr. Munkel said that he had provided Council with a suggested change for section <br />34-66.3, #8. He proposes to add, "nor excessive electromagnetic emission". He <br />stated that this would control the problem of some radio towers and transmitters <br />that blow out their neighbors T.V. every time they are on. He felt this would be the <br />proper place for it. <br /> <br /> <br />
