Paulette Carr, 7901 Gannon
Ms. Carr said that on May 19, 2008, Ms. Watson stated there was a surplus from the
previous year and suggested the Council put $350,000 in reserves for a new pumper that
would be purchased in 2010 and had a unanimous approval. She would like to know where
the money is. Ms. Feier said it was still being held.

4.
Ms. Feier introduced Police Chief Adams and stated he was available to answer any
questions on the Bond Issue and to provide an overview of the proposed parental
accountability ordinance. Chief Adams stated that over the past several months they have
had conversations regarding the behavior and certain aspects of interaction and
confrontations that the City’s younger people were having. It was brought to them the
possibility of holding the parents more accountable for their children actions. The bill they
are proposing is clear and states what they are looking for and why we are asking for this
bill. Chief Adams said that presently U City has some ordinances on the books that address
behavior of children and parents’ accountability to assure that it is done. The new bill will
make it more plain and simple and actually provides what is expected of parents when their
children are showing continual bad behavior. He said this bill would apply to issues as
curfew and other criminal activities where it would compel the parents to be responsible for
their children.

Mr. Price asked if the parents’ responsibility law tied into a child being truant from school all
of the time. Chief Adams stated that with the present ordinances and this new one if it is
written and formulated right, it should be covered. Chief Adams stated that the parent has
the duty to educate their children and get them to school. Mr. Price noted that the
ordinance that is being modeled after is from the Normandy district.

CITIZEN COMMENTS
Paulette Carr, 7901 Gannon Ave
Ms. Carr asked if $350,000 was set aside for a fire pumper truck, why was the City asking
for that money in a bond issue as well. To her safety comes before everything but there
was money put aside for it and was wondering why this pumper was put on the bond issue
for full value.

Ms. Watson stated Council agreed to put $350,000 aside for fire equipment. She said that
the $350,000 can be kept in reserve for future fire equipment purchases or it can be taken
out, but it is up to the Council.

5.
Election mailer funding: On January 4, Council voted to save money by not issuing a
newsletter to the citizens on the candidate election. Since the City plans to move forward
with the public safety ballot initiative in April in order to save the expense of an additional
election, the Council approved a smaller brochure regarding Proposition P, estimated cost
of $6,000.

Ms. Feier mentioned previously of doing a larger newsletter to combine the slate of
candidates along with the bond issue. She said the candidates could use the website for
their platform at no additional cost. On that point she narrowed it to just producing a
brochure for Proposition P only.

12
