Department of Community Development <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8500, Fax: (314) 862-3168 <br />February 26, 2010 <br />Ms. Joyce Pumm, City Clerk RE: Application for Conditional <br />City of University City Use Permit P100025 <br />6801 Delmar Boulevard 7201 Balson Avenue <br />University City, MO 63130 <br />Dear Ms. Pumm, <br />At its regular meeting on February 24, 2010 at 6:30 pm in the Emergency <br />Operations Center of City Hall, 6801 Delmar Boulevard, the City Plan <br />Commission conducted a public hearing on an application by Elizabeth Sharp, <br />representing Pick Up Coffee Company, LLC for a conditional use permit to allow <br />a café and coffee roasting facility at 7201 Balson Avenue in the LC – Limited <br />Commercial District. <br />The Plan Commission recommends approval of the application subject to the <br />following conditions: <br />1. The operator of the business shall regularly police the site to remove litter <br />and debris. <br />2. Outside storage of rubbish and garbage shall be in suitable, covered, <br />containers and shall be located so that such containers cannot be seen <br />from adjacent streets or properties. Where such containers cannot be so <br />located, the containers shall be screened from view from all four sides with <br />a masonry fence having a minimum height of six feet but not more than <br />eight feet. <br />3. On the west side of the property, abutting residentially zoned property, <br />there shall be placed at the property line a neat, clean and maintained <br />sight-proof fence or wall having a minimum height of six feet but not more <br />than eight feet. <br />4. Outdoor dining shall be prohibited between November 15 and March 15. <br />Outdoor dining areas shall be limited to 100 square feet. <br />5. Lighting of all exterior areas, including all parking areas, shall be designed <br />to be compatible with surrounding areas and be shaded to direct light <br />downward and away from abutting uses, properties, and streets. <br />6. A sign permit will be required prior to the installation of any signage by the <br />tenant. <br /> <br />
