Department of Community Development 6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8500, Fax: (314) 862-3168 February 26, 2010 Ms. Joyce Pumm, City Clerk RE: Application for Conditional City of University City Use Permit P100025 6801 Delmar Boulevard 7201 Balson Avenue University City, MO 63130 Dear Ms. Pumm, At its regular meeting on February 24, 2010 at 6:30 pm in the Emergency Operations Center of City Hall, 6801 Delmar Boulevard, the City Plan Commission conducted a public hearing on an application by Elizabeth Sharp, representing Pick Up Coffee Company, LLC for a conditional use permit to allow a café and coffee roasting facility at 7201 Balson Avenue in the LC – Limited Commercial District. The Plan Commission recommends approval of the application subject to the following conditions: 1. The operator of the business shall regularly police the site to remove litter and debris. 2. Outside storage of rubbish and garbage shall be in suitable, covered, containers and shall be located so that such containers cannot be seen from adjacent streets or properties. Where such containers cannot be so located, the containers shall be screened from view from all four sides with a masonry fence having a minimum height of six feet but not more than eight feet. 3. On the west side of the property, abutting residentially zoned property, there shall be placed at the property line a neat, clean and maintained sight-proof fence or wall having a minimum height of six feet but not more than eight feet. 4. Outdoor dining shall be prohibited between November 15 and March 15. Outdoor dining areas shall be limited to 100 square feet. 5. Lighting of all exterior areas, including all parking areas, shall be designed to be compatible with surrounding areas and be shaded to direct light downward and away from abutting uses, properties, and streets. 6. A sign permit will be required prior to the installation of any signage by the tenant.
