Jan Adams, 7150 Cambridge <br />Ms. Adams stated the language on Resolution 2010 – 4 clearly states that you are adopting <br />a plan; you have agreed to relocate Eastgate Park. Under the Now Therefore you are <br />agreeing to adopt the plan. The proposed language to amend it does not change the fact <br />that the Council will be bound. Ms. Adams advised the Council not to adopt this resolution <br />until they receive an opinion from the City Attorney confirming what will be accomplished is <br />what was thought it would accomplish. <br />Ms. Ricci repeated her motion to amend the last Whereas to state “Whereas, the Parkview <br />Gardens Park Plan has identified the next step in the process to implement the concept set <br />forth in the Parkview North/Delmar Neighborhood Plan.” <br />Resolution 2010 – 4 as amended was approved unanimously. <br />L CITIZEN COMMENTS <br />Robert Davoli, 7378 Milan <br />Mr. Davoli had questions on the Youth Job Corps program. He stated the program <br />coordinators continue to re-define the types of jobs the youth will perform. He asked for <br />the types of jobs for the youth, if the youth can help weatherproof & maintain homes, <br />how will the city handle liability claims, how do you determine which jobs to perform, how <br />are they going to be trained and how does one become an applicant to have work done? <br />Mr. Davoli had suggestions on illegal dumping, overgrowth and debris cluttering their <br />alleys. He suggested eliminating the dumpsters and replace with carts and asked to <br />have an updated public survey. Secondly, Mr. Davoli suggested the youth could clean <br />allies from debris and overgrowth, and lastly maybe offer a reward or incentive for the <br />cleanest alley. <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert noted that the City is about to embark on a very invigorating election and <br />said the employees should be given a written note that they are not to participate in <br />anyone’s campaign in any way shape or form, mandated from the City Charter, Article 7 <br />Section 60, paragraph 2. <br />Richard Dockett, 6844 Crest Ave. <br />Mr. Dockett commended Mr. Sharpe and Mr. Price for all the work they have done in <br />making U City a better place. <br />Gregory Pace, 7171 Westmoreland <br />Mr. Pace noted that the City Manager sent him an email that indicated the City did <br />contact East Central Dispatch and the upgrade of their communication system had been <br />studied and explored. He noted that none of the needs the fire chief expressed were <br />explored in the last year.Mr. Pace contacted the Director of East Central and he <br />confirmed that the City did contact them. The Director said that they were land locked <br />and could not expand and in addition he was uncomfortable in just taking U City’s Fire <br />EMS as the other member cities do all of their dispatch from them. Mr. Pace asked if <br />they would consider expanding into University City’s existing space and the Director said <br />his software could be expanded to do that. He stated that the City has twelve full time <br />employees for three seats occupied during the day, which equates to four dispatchers <br />per seat. Mr. Pace noted that the City is advertising for a dispatcher now for $36,000 - <br /> 5 <br /> <br />
