<br />Council Agenda Item Cover <br />____________________________________________________ <br /> MEETING DATE: <br /> April 12, 2010 <br />AGENDA ITEM TITLE: <br /> Parental Accountability Companion <br />Ordinances <br />1. <br /> Bill # 9068 Endangering the Welfare of a Child <br />2. <br /> Bill # 9069 Parental Responsibility <br />AGENDA SECTION: <br /> New Business <br />CAN THIS ITEM BE RESCHEDULED? : <br />Yes <br />BACKGROUND REVIEW: <br />The two attached ordinances relate to endangering the Welfare of a <br />Child, these companion ordinances will incorporate the changes in <br />State law since the current ordinance was passed in 1995. The only <br />significant change is adding driving while intoxicated with a child in <br />the vehicle as conduct that constitutes a violation. The bill now <br />tracks the State Statute in all respects. The current ordinance <br />was broader than the State Statute. The broadening provisions are <br />now covered in the Parental Responsibility ordinance, which is also <br />attached. The result is that the two bills are broader in scope than <br />the current ordinance. The Parental Responsibility bill includes a <br />requirement that the Police Department notify a parent or <br />guardian when a child is arrested or detained for committing a <br />crime or ordinance violation, advise him or her of the parental <br />responsibility ordinance, and keep a record of the notifications. The <br />notification requirement is s a component of the ordinances <br />discussed with Normandy School District. <br />RECOMMENDATION: <br />Approval <br /> <br />
