M. NEW BUSINESS <br />RESOLUTIONS <br />1. <br />Resolution 2010 – 8 Mr. Sharp introduced this resolution amending the Fiscal Year <br />2010 Budget (Amendment #3) for the City of University City and appropriating said <br />amounts. <br />Ms. Watson explained some items on the budget amendment. She noted that on the <br />bond rating for a review which was at A+ and the City hired someone to respond to <br />their questions and the result was an upgrade to a AA which is a very strong point <br />when issuing bonds. Ms. Watson pointed out that a couple of items were added at <br />Council’s request. The first was a grant match for the fire departments for a new fire <br />station. The second item is a new fire pumper for $550,000, which is offset by a <br />reserve of $350,000 previously set aside. The third item was fire escape <br />improvements. <br />Mr. Kraft asked about the money for the fire escape improvements as he thought that <br />it was not actually bid out yet but rather it is just and estimate. Ms. Watson agreed <br />with him. He also asked about the legal services in the Ameren UE case and wanted <br />to know where U City fits in that. Mr. Kraft asked who else is paying for it, how much <br />is it going to cost and how much is just U City’s cost. <br />Mr. Glickert said there are twelve cities in this group and U City is probably the largest <br />city in the group, paying around thirty percent of the legal fee. He said that after <br />December 23, 2008, five more cities joined in the suit. He said that U City has the <br />highest street lighting annual cost at $643.000. <br />Mayor Welsch passed on a point from Ms. Ricci who could not be present. Ms. Ricci <br />hoped to have the opportunity of sitting down with Ms. Watson to discuss her <br />concerns over the format of the budget amendment. <br />Mr. Price move for adoption of the budget amendment seconded by Mr. Sharpe and <br />was approved unanimously. <br />BILLS <br />Mr. Glickert introduced <br />1. <br />BILL 9072 – An ordinance amending Chapter 10.48 of the University City Municipal <br />Code, relating to parking meters, by repealing Sections 10.48.030, 10.48.070 and <br />10.48.100, thereof, relating to parking meter zones, fees and hours of operation, and <br />enacting in lieu thereof new sections to be known as “Section 10.48.030 parking <br />meters zones, Section 10.48.040 parking time limits, Section 10.48.070 parking <br />meter fees and Section 10.48.100 hours of operation,” thereby amending said <br />sections so as to re-designate parking meter zones, increase parking meter fees from <br />fifty cents ($0.50) to seventy-five cents ($0.75) each 60 minutes; and to increase <br />hours of operation from eight am to eight pm; containing a saving clause and <br />providing a penalty. <br />Mr. Price said he was totally against the extended hours. He noted that he does not <br />go anywhere where he has to pay to park. <br /> 11 <br /> <br />
