MINUTES OF UNIVERSITY CITY COUNCIL <br />REGULAR SESSION <br />May 3, 2010 <br />At the Regular Session of the City Council of University City held in the Chambers of the City Hall, <br />on Monday, May 3, 2010, Mayor Shelley Welsch called the meeting to order at 6:30 p.m. In <br />addition to Mayor Welsch, the following members of the Council were present: <br /> Mr. Byron Price <br /> Mr. Stephen Kraft <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br />Mr. Lynn Ricci was excused. <br />Also in attendance were Interim City Manager Janet Watson and City Attorney John Mulligan. <br />Mayor Welsch informed everyone of two changes made in the meeting procedure. First the <br />microphones are being controlled by members of Council, the speaker and the City Clerk. She <br />asked members of Council to ask to be recognized and she will recognize them and they can <br />turn on their mikes which will bring on a green light on their mikes. Once they are finished <br />speaking, they will turn their mikes off. Another change was moving the first fifteen minutes of <br />Citizens’ Participation to the front of the agenda and any overflow will be heard at the regular <br />agenda placement. <br />C. PROCLAMATION <br />D. APPROVAL OF MINUTES <br />1. <br />April 12, 2010, Study Session minutes were moved for approval by Mr. Sharpe, and were <br />approved unanimously. <br />2. <br />April 12, 2010, Regular Session minutes were moved for approval by Mr. Glickert and were <br />approved unanimously. <br />E. APPOINTMENTS <br />1. <br />Kelly Sledge Martin was nominated for the Arts and Letters Commission by Mr. Crow, <br />seconded by Mr. Sharpe and was approved unanimously. <br />2. <br />Rosalind Williams was reappointed to the Economic Development Sales Tax Board by <br />Mayor Welsch, seconded by Mr. Sharpe and was approved unanimously. <br />F. SWEARING IN <br />G. PUBLIC HEARINGS <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Carl Hoagland, 7166 Pershing Ave. <br />Mr. Hoagland read his statement.He stated he has lived in University City for almost thirty <br />years as it is a place that lives and respects diversity. During a recent Mayoral election he was <br />forwarded an email from a Councilmember that accused candidate Terry Crow of a platform to <br />become Missouri’s first openly gay Mayor. Mr. Hoagland said the statement was untrue as Mr. <br /> 1 <br /> <br />
