<br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />February 22, 2010 <br /> <br /> <br />The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, February <br />22, 2010, was called to order by Mayor Joseph Adams at 5:30 p.m. The following <br />members of the Council were present: <br /> Mr. Terry Crow <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Robert Wagner <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br /> Mayor Joseph Adams <br />Mr. Michael Glickert had an excused absence. <br />Also present were the City Manager Julie Feier, Director of Finance/Deputy Director Janet <br />Watson and City Attorney John Mulligan. <br /> <br />The study session agenda was: <br />1. Questions on agenda <br />2. Purchasing <br /> <br /> survey <br /> <br /> purchasing agent: Charter Section 28, Municipal Code 2.10.030and 2.10.040 <br /> <br /> competitive bid level: Charter Section 29, Municipal Code 2.10.050 <br /> <br /> Council’s approval of purchases and contracts: Municipal Code 2.10.060 <br />3. Budget amendments and transfers (survey), with legal review <br /> <br /> delegation of transfers to the City Manager: Charter Section 38 <br /> <br /> expenditures in excess of the amount provided in budget: Charter Section 37 <br />4. City Clerk signing checks: Municipal Code 2.10.020, Section 1 <br />5. Budgeting for judgments: Charter Section 26 <br /> <br />Agenda questions <br />Mr. Sharpe asked for clarification and verification if the two new Eastgate proposed parks <br />in the Parkview Gardens Park Plan had any exchange of land or sale of land within the <br />partnering with Washington University. <br /> <br />Ms. Feier stated that University City would only gain land in the proposed plan. She noted <br />the Council was only voting to approve a concept. <br /> <br />Ms. Ricci inquired into the cost for maintenance on the Centennial Greenway as the <br />information Council received did not have any cost associated with it. <br /> <br />Mr. Crow asked if a rough dollar amount could be given from experience of other trails <br />maintained. <br /> <br />Ms. Feier said Council could ask Ms. MacCartney for this information at the Regular <br />session. <br /> <br /> <br /> <br /> <br />
