<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />March 22, 2010 <br /> <br /> <br />The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, March 22, <br />2010, was called to order by Mayor Joseph Adams at 5:30 p.m. The following members of <br />the Council were present: <br /> Mr. Terry Crow <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Michael Glickert <br /> Mr. Robert Wagner <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br /> Mayor Joseph Adams <br /> <br />Also present were the City Manager Julie Feier, Interim Community Development Director <br />Andrea Riganti and City Attorney John Mulligan. <br /> <br />Elizabeth A. Noonan and Timothy M. Tucker from the St. Louis County of Economic <br />Council provided an overview of their work with the City of Wellston where University City’s <br />Cunningham Park abuts to Wellston’s Plymouth Industrial Park redevelopment. Ms. <br />Noonan displayed progress the Council has achieved in Wellston, including the Wellston <br />Enterprise Center, Child Care Center, Plymouth Industrial Park, Wellston Industrial Park, <br />Wellston Neighborhood Park and the MET Center. <br /> <br />University City Council had requested partnering with surrounding communities in <br />attempting to improve and expand existing areas within U City as Cunningham Park. With <br />the close proximity of a MetroLink station the area should be good for redevelopment <br />plans. The St. Louis County Economic Council had three major large buildings removed in <br />the Plymouth Industrial Park that adjoins Cunningham Park. Etzel and Plymouth roads in <br />Wellston were redone. The St. Louis County Enterprise Company Center was constructed <br />which acts as an incubator for training for work in small businesses. <br /> <br />The St. Louis County of Economic Council would like to work with University City. They <br />have previously worked with multi jurisdictional partnerships in creating Northpark with joint <br />TIFS for the building of ExpressScripts. University City is talking about maybe partnering <br />also with the City and Pagedale. Existing problems in Wellston are crime and a <br />dysfunctional political system and lack of code enforcement. Since Normandy is taking <br />over Wellston’s school system, it will have the choice of which school properties it would <br />like to keep. Other properties in Wellston are owned by a variety of sources making <br />acquisition difficult.
