<br />To: Honorable Mayor Welsch and Council <br />From: Janet Watson, Interim City Manager <br />Date: Thursday, May 27, 2010 <br />Subject: Weekly Update <br />public hearingFY11 Budget <br />On Monday, June 7, City Council will hold a on the at <br />Heman Community Center, 975 Pennsylvania Ave. There will be a presentation on the <br />proposed budget for the fiscal year beginning July 1, 2010. The City Council is <br />requesting public input at that time. <br />upgraded the City’s credit rating from “A+” to “AA” <br />Standard and Poor’s has . <br />Standard and Poor’s is a leading global credit rating, research and risk analysis firm. <br />The City received the upgraded rating through a normal review process. Standard and <br />Poor’s cited several factors for the “AA” rating including the City’s strong overall <br />financial profile which includes a diverse revenue stream, ample reserves, low debt <br />levels, long-term financial strategies and prudent financial management. Other factors <br />that contributed to this rating upgrade include the City’s income levels, property market <br />values and commitment to the City’s reserve target of 17%. <br />MODOT is changing some of their signals along Olive <br /> from a protected left turn to a <br />'Flashing Yellow Arrow’ starting June 7th. The intersections that are considered for the <br />change are: <br /> Olive at McKnight, <br /> Olive at 82nd, <br /> Olive at 81st, <br /> Olive at North/South, and <br /> Olive at Hanley. <br />What are flashing yellow left-turn arrows and how do they work? <br />They are flashing signal lights that allow drivers to make a left turn when it is safe to do <br />so. A flashing yellow arrow means that left turns are permitted, but you must first yield to <br />oncoming traffic and pedestrians, and then proceed with caution. The flashing yellow <br />arrow does not replace the solid yellow arrow and its meaning; it does replace the green <br />“ball” indication as a signal for a yielding left turn. <br /> <br />
