<br />To: Honorable Mayor Welsch and Council <br />From: Janet Watson, Interim City Manager <br />Date: Wednesday, June 2, 2010 <br />Subject: Weekly Update <br />On Friday, May 28, 2010, the Missouri Public Service Commission entered its order in <br />AmerenUE rate case <br />the. The Commission granted AmerenUE a 10.2% rate increase <br />exempted the street lighting customers from any rate increase in the current <br />but <br />case. <br /> This is an immediate savings to municipalities of $3.2 million, as the new rates <br />will go into effect on June 8, 2010. For University City, this will save more than $64,000 <br />from AmerenUE’s original request for an 18% increase. The PSC allocated all of the <br />rate increase to the other rate classes acknowledging that street lighting customers <br />have been previously charged for increases that were based on peak demand. Street <br />lighting, by definition occurs off-peak. The Commission also ordered a cost of service <br />study be completed before the next rate case. The cost of service study would be <br />performed by AmerenUE, the municipalities, the office of Public Council and staff of the <br />PSC. They received the clear message that cities are having difficulties during the <br />economic downturn. We expect that to insure fairness in the cost of service study, an <br />expert in utilities and cost accounting will be necessary. Assistant City Manager Petree <br />Eastman spent many hours on this issue and personally testified at the hearing. <br />Additional future attorneys’ fees and staff costs are anticipated and will hopefully be <br />shared among many cities. <br />public hearingFY11 <br />Don’t forget, on Monday, June 7, City Council will hold a on the <br />Proposed Budget and the 2011 Community Development Block Grant funds <br /> at the <br />Heman Park Community Center, 975 Pennsylvania Ave. There will be a presentation <br />on the proposed budget for the fiscal year beginning July 1, 2010. The City Council is <br />requesting public input at that time. The City has also designated an email and <br />telephone voice mailbox to specifically receive comments and suggestions regarding <br />the budget. The <br />School District of University City is seeking candidates to be appointed to fulfill the term <br />of a school board member for the period of July 16 until April 5. Candidates must be <br />United States citizens and resident taxpayers of the District with no taxes in arrears, <br />reside in his/her state for one year next preceding their election or appointment, and be <br />at least twenty-four (24) years of age.
