Project Summary: <br />Flynn Park Elementary School currently has 335 students enrolled. The existing school <br />building is approximately 52,000 sq ft on a 2.25 acre lot. Within the building, several <br />areas of the lower level are unfinished. The cafeteria’s kitchen is insufficient in size to <br />serve the student population. Parking is provided by small on-site parking areas and <br />parking along Rossi Avenue. During peak traffic hours, parking is difficult to find. <br />Currently there are 28 parking spaces including 4 ADA spaces. Modifications to the on- <br />site parking will result in 40 parking spaces and 4 ADA spaces. Modifications include: <br />- New parking lot on south side of building providing 8 new standard spaces <br />- 2 new accessible parking spaces north of building <br />- Restriping parking lot east of building, removing 2 accessible spaces, adding 3 <br />standard spaces <br />- Striping 2 unmarked spaces used for parking <br />- Overflow parking on asphalt playground area accessed from new parking lot on <br />south side of the building <br />The proposed addition includes: <br />- A 7,000 square foot cafeteria addition at northwest corner of site <br />- Addition includes dining space, kitchen, restrooms, teacher’s lounge and <br />handicap accessibly entry <br />- Addition ties into main north corridor allowing for handicap accessible route into <br />existing gymnasium <br />- New covered canopy along west of existing building <br />Additional renovations within the existing building are proposed to take place during <br />construction of the additions. These renovations include: <br />- New kindergarten classrooms in basement <br />- Demolition of existing kitchen and renovation into multi-purpose space <br />- New administration suite <br />- Renovation of existing library <br />A Site Plan Review is required because additions exceeding 1,000 square feet require <br />City Council approval. <br />The project, as proposed, meets all of the density and dimensional standards of the <br />Zoning Code. All of the submittal requirements have been met. <br />Recommendation: <br />It is the staff determination that the proposed addition to the site complies with all <br />applicable provisions of the Zoning Code; will contribute to and promote the community <br />welfare and convenience; will not cause substantial injury to the value of neighboring <br />property; is consistent with the Comprehensive Plan; and will provide off-street parking <br />and loading areas in accordance with the standards contained in Article 7 of the Zoning <br />Code. Therefore, Community Development Staff recommends that the application be <br />approved with the following conditions: <br /> <br />
