The next item on the agenda was how the six applicants would be narrowed down to
three at the July 24, 2006 Regular Council meeting. The six applicants are Lisa
Greening, Edward McCarthy, Wayne Munkel, Gloria Nickerson, Lynn Ricci and
Cameron Sanders.

After discussion, it was decided that each of the six Councilmember would vote on a
ballot for the three candidates whom they would like to consider. Ms. Brot, Mr. Sharpe,
Jr., and Mr. Glickert preferred to have a second interview with the three chosen
applicants, with prepared questions to be asked of each. Mr. Wagner, Mr. Price and
Mayor Adams felt that a second interview was not needed and if anyone had a
question, they could call the applicant. With the equal split of opinion, and not being
able to decide on a mutual date where all could be present, it was decided not to have
a second interview.

The next agenda item was how to choose the new Ward Two Councilmember at the
August 14, 2006 Council meeting. The agenda suggested a weighted ballot vote but
Mr. Wagner and Mayor Adams moved to have the Councilmember just indicate there
first choice only. The only difference would be that each Councilmember would vote for
only one of the three finalists. If an applicant had not received a majority of four, the
two applicants with the most votes would be voted on in the next ballot. It was
acknowledged that it could be possible that each of the three finalists could receive two
votes and no one would receive a majority. Likewise the vote could be a tie at three to
three again no one having the majority of four. Mayor Adams said that discussion
would then take place with the Councilmembers and a new vote would take place until
one candidate would have a majority of four votes. (Such a situation, according to the
Charter would mandate a special election for the public to choose a replacement
candidate.)

The Special session was adjourned at 6:30 p.m.

Joyce Pumm

City Clerk
