City of <br />University <br />City <br />Council Agenda Item Cover <br />MEETING DATE: June 21, 2010 <br />AGENDA ITEM TITLE: Parking Lot #1(Next to the Tivoli) -Pavement Repair Project <br />AGENDA SECTION: Consent Calendar <br />CAN THIS ITEM BE RESCHEDULED? : No <br />BACKGROUND REVIEW: <br />Due to severe deterioration to the pavement surface, the City Parking Lot #1 (next to the Tivoli <br />Theater) requires resurfacing. The condition of this parking lot is poor. This parking lot would <br />be similar to the condition of an asphalt street rated a 2 out of a possible 10 (requires an asphalt <br />overlay). <br />A total of $60,000 was budgeted for parking lot repairs in the Economic Development Sales Tax <br />Fund for the current fiscal year. Considering best management practices for storm water and <br />the approved budget, the City requested four different treatments for the pavement to be restored: regular asphalt, interlocking pavers, pervious asphalt and pervious concrete. <br />The project was advertised in the St. Louis Countian and with two contractor assistance <br />agencies - Mokan (which assists local MBE/WBE contractors in the construction industry and <br />related fields in St. Louis) and McGraw Hill (which assist contractors in the design and <br />construction industry). A total of 6 firms requested the project specifications. On May 28, 2010, <br />the city received and opened finro bids for the project, as follows: <br />Bidder Bid for Regular Bid for Bid for Bid for <br />Asphalt Interlocking Pervious Pervious <br />Pavers Asphalt Concrete <br />Concrete Design $60,475.18 $156,900.20 $130,937.40 $158,533.20 TraMar Contractin No Bid $240,850.00 $167,022.00 No Bid <br />Because of the City's budgetary constraints, the least expensive option is to restore the <br />pavement with regular asphalt. The brick fence will be removed. It will be replaced with a <br />wrought iron fence at the request of the Police Department so that officers can see-through the <br />parking lot. <br />Concrete Design completed the work for the City Parking Lot #5 (across from the Post Office - <br />pervious interlocking pavers) and the firm's performance has been excellent. Concrete Design <br />is not a minority or female owned business enterprise. Concrete Design proposes to use one (1) minority and/or females for this project which will be 10% of the total work force. Concrete <br />Design has an A.M. Best rating of "A" (Excellent) from Fidelity and Deposit Company of <br />Maryland. <br />RECOMMENDATION: <br />It is the recommendation of the Public Works Department that this project be awarded to <br />Concrete Design for their bid of $60,475.18. <br />June 21, 2010 I-1-1 <br />
