Mr. Crow felt the City Attorney is to give advice to the City Manager. <br />CITIZEN COMMENTS <br />Jan Adams, 7150 Cambridge <br />Ms. Adams was in favor of the Council hiring the City Attorney, as it is detrimental for the <br />Council to be transparent. She stated she witnessed this when City Manager told City <br />Attorney that seeking his advice can only be obtained by going through the City Manager, <br />and has resulted in costing the City money. Ms. Adams noted that as a member of the Civil <br />Service Board, she had requested to speak to the City Attorney and was ignored. <br />Rod Jennings, 1306 Mt. Olive <br />Mr. Jennings noted the Supreme Court Justice was appointed for life. The Charter is like <br />the constitution. He felt it worked better with the City Manager in charge. <br />ROLL CALL VOTE was: <br />AYES: Ms. Ricci, Mr. Kraft, Mr. Glickert, and Mayor Welsch <br />NAYS: Mr. Crow, Mr. Sharpe and Mr. Price <br />Bill 9074 passed by a majority and became ordinance 6816. <br />3. <br />BILL 9075 – An ordinance repealing Ordinance No. 6810, and approving the first <br />amendment to the redevelopment agreement for the Kingsland Walk redevelopment area, <br />and authorizing certain actions by city officials. <br />Mr. Glickert moved to postpone this bill until the August 30 Regular Council meeting, was <br />seconded by Mr. Sharpe and approved unanimously. <br />4. <br />BILL 9076 – An ordinance amending Chapter 2.10 of the University City Municipal Code, <br />relating to the Department of Finance, by repealing Section 2.10.050 thereof, relating to <br />competitive bidding on city purchases and contracts, and enacting in lieu thereof a new <br />section to be known as Section 2.10.050 competitive bidding on city purchases and <br />contracts and, thereby amending said section so as to increase the amount at or below <br />which competitive bids are not required from $250 to $2,000; containing a savings clause <br />and providing a penalty. <br />Ms. Ricci asked if this bill could wait until she received the financial spread sheet she has <br />been requesting. <br />Mr. Sharpe moved to pass Bill 9076 and was seconded by Crow. <br />ROLL CALL VOTE was: <br />AYES: Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price and Mayor Welsch <br />NAYS: Ms. Ricci <br />Bill 9076 became ordinance 6817. <br />5. <br />BILL 9077 – An ordinance amending Chapter 2.58 of the University City Municipal Code, <br />relating to contracts, by repealing Section 2.58.020 thereof, relating to personnel <br />requirements with respect to employees and owners, and enacting in lieu thereof a new <br /> 6 <br /> <br />
