Department of Community Development <br />6801 Delmar Boulevard University City, Missouri 63130 314-505-8500 Fax: 314-862-3168 <br /> <br /> <br /> <br />TO: MAYOR WELSCH AND MEMBERS OF CITY COUNCIL <br /> <br />FROM: ANDREA RIGANTI, ACTING DIRECTOR OF COMMUNITY DEVELOPMENT <br /> <br />DATE: JULY 21, 2010 <br /> <br />SUBJ: UNIVERSITY CITY-OLIVETTE <br /> OLIVE AND I-170 JOINT REDEVELOPMENT TASK FORCE (JRTF) <br /> <br /> <br />The purpose of this memorandum is to provide an update of JRTF activities and advance <br />notice of an upcoming request for City Council action. <br /> <br />The JRTF was created in May 2009 by the city councils of Olivette and University City. The <br />eight member task force is comprised of one City Council member, one Plan Commission <br />member and two citizens of each community. University City representatives include Mayor <br />Shelley Welsch, Plan Commissioner Nova Felton, and citizens Rod Jennings and Marc Jacob. <br />Community Development staff provides technical assistance to the task force. The goal of the <br />JRTF is to explore opportunities and joint redevelopment initiatives in the Olive Boulevard <br />corridor on the east and west side of its intersect with I-170. The anticipated deliverable is a <br />report to both City Councils with a detailed analysis and recommendation for action steps. <br /> <br />The JRTF has been meeting on a monthly basis since November 2009. To date, the JRTF has <br />reviewed land use regulations and comprehensive planning efforts, prepared redevelopment <br />principles for the area, and solicited and received expert opinion on redevelopment potential. <br />Possible future activities include establishing redevelopment area boundaries, developing a <br />redevelopment plan encompassing both communities and adopting redevelopment policies <br />and financing mechanisms. <br /> <br />Until such time that a redevelopment plan has been adopted by both communities, new <br />development can occur in the subject area as long as it conforms to the zoning and other <br />regulations of the respective community. As evidenced by past proposals for the area, such <br />development may be contrary to the joint redevelopment principles and could obstruct the <br />JRTF common goals and efforts. One mechanism that has been discussed to address this <br />possibility is the creation of a Joint Development District (“JDD”) overlay zoning district. <br /> <br />The JRTF envisions the “JDD” as a regulatory tool to encourage compatible high quality, <br />sustainable, mixed-use development for the residents and property owners of the respective <br />communities. The “JDD” could take advantage of the current economic conditions and <br />minimize any development pressure while the JRTF finalizes its assignment. If redevelopment <br />does progress during the time of the JRTF assignment, it would adhere to a set of agreed upon <br />redevelopment principles in effect on both sides of the interchange. <br /> <br />The JRTF reports directly to the City Councils of both communities. Given that the preparation <br />of a “JDD” zoning overlay is a legislative initiative and will involve action by the Planning <br />Commission of each community, the JRTF is seeking consent of the City Council to initiate <br />preparation the “JDD” zoning overlay.
