<br />UNIVERSITY CITY AND CITY OF OLIVETTE <br />I-170/OLIVE JOINT REDEVELOPMENT TASK FORCE <br />MEETING MINUTES <br />NOVEMBER 18, 2009 <br />The University City and the City of Olivette I-170/Olive Joint Redevelopment Task Force met on <br />November 18, 2009, at 7:00 PM in the Council Chambers at Olivette City Hall located at 9473 Olive <br />Boulevard, Olivette, Missouri. <br />ROLL CALL: <br />On roll call, the following members were present: University City Task Force members Lance Finland, <br />Marc Jacob, and Nova Felton. City of Olivette Task Force members Craig Cohen and J. Gregory Carl. <br />Also in attendance: Olivette City Manager T. Michael McDowell and Olivette Planning and Zoning <br />Administrator Carlos Trejo. <br />1. CONTINUED DISCUSSION REGARDING CITY ADOPTED REDEVELOPMENT POLICIES <br />Mr. Trejo provided a brief summary of the discussions of the October 29, 2009, meeting. This included <br />discussions regarding views of the task force assignment as noted in the Proposal for I-170/Olive Joint <br />Redevelopment Task Force dated May 2009, the concept of sustainable development, perspectives on <br />local and national developers, and whether to identify boundaries. <br />Mr. Trejo distributed hard copies of the following documents: <br />1. University City Comprehensive Plan Update of 2005 <br />2. University City Development Subsidy Policy <br />3. University City Olive Boulevard Implementation Plan <br />4. Olivette Economic Development Tools Evaluation Checklist <br />5. Olivette Eminent Domain Task Force Final Report <br />6. Olivette Redevelopment Project Management Process <br />7. Olivette Strategic Plan-Part 2 Defining Sense of Place <br />8. Olivette Strategic Plan-Part 3 Launch the Vision <br />Mr. Trejo noted that a University City document named Olive Boulevard Design Guidelines was made <br />electronically available. Given the document size, a hard copy was not made available. <br />Mr. Trejo noted that in a staff review of the documents of both communities, the overall goals and <br />objectives for redevelopment along the Olive Boulevard corridor are not that different. Both encouraged <br />good planning principles for redevelopment, site design, and architecture. Both communities outlined <br />similar financial development tools, and both communities noted potential use of eminent domain under <br />certain conditions. <br />2. CONTINUED DISCUSSION OF REDEVELOPMENT POSSIBILITIES <br />Mr. McDowell encourage task force members to individually describe the types of redevelopment <br />possibilities that would be ideal in the corridor and what each member believes their respective <br />communities would like to see. <br />A summary of points noted by task force members is as follows: <br /> consider and build on the strengths of established businesses already along the corridor <br /> acknowledge and reinforce the existing identity of the corridor and the ethnic diversity <br /> consider building on the existing character of the area than completely changing everything <br /> establish a unique identity for the area other than looking like every other interchange along I-170 <br /> look to see what has been successful in other Midwest communities that share similar <br />characteristics as University City and Olivette do in the Olive-I-170 interchange <br /> a belief that Olivette lacks a variety of restaurant and shops that are unique and local <br /> not to encourage a whole lot of national chain type of operations <br /> encourage small retail with a residential component rather than industrial uses <br />C:\Documents and Settings\ariganti\Local Settings\Temporary Internet Files\Content.Outlook\9CW7A9UY\JRTF Mtg Min 2009 11-18.doc Page 1 of 3 <br /> <br />
