<br />UNIVERSITY CITY AND CITY OF OLIVETTE <br />I-170/OLIVE JOINT REDEVELOPMENT TASK FORCE <br />MEETING MINUTES <br />JANUARY 20, 2010 <br />The University City and the City of Olivette I-170/Olive Joint Redevelopment Task Force met on January <br />20, 2010, at 7:00 PM in the EOC Room (Basement Level) of the University City City Hall located at 6801 <br />Delmar Boulevard, University City, Missouri. <br />ROLL CALL: <br />On roll call, the following members were present: University City Task Force members: Marc Jacobs and <br />Nova Felton. City of Olivette Task Force members: J. Gregory Carl, Craig Cohen, and Council Person <br />Jean Antoine. <br />Also in attendance: <br />University City staff member: Acting Director of Community Development Andrea Riganti. <br />Olivette staff members: Public Services Director Michael Gartenberg and Olivette Planning and <br />Zoning Administrator Carlos Trejo. <br />1. DISCUSSION REGARDING MINDLIN PRESENTATION <br />Staff provided a summary of the Mindlin presentation conducted December 9, 2009, and the discussions <br />that followed with Saint Louis County Economic Council. <br />Discussion ensued amongst Task Force members regarding the presentation. There was a general <br />consensus to seek further input from other developers with redevelopment experience similar to those <br />being discussed. <br />2. CONTINUED DISCUSSION OF REDEVELOPMENT POSSIBILITIES <br />City Councilman Antoine expressed a concern regarding the City Council’s involvement in the Task <br />Force. He inquired if the Task Force would consider that Council representatives have limited <br />involvement in the Task Force discussions/meetings, withdraw from the Task Force, or rotate amongst <br />Council members. <br />Discussion ensued over the Task Force’s tasks as outline by both City Councils. There was general <br />consensus that the tasks as outlined by both Councils included a Council representative that was an <br />active/involved part of the Task Force. <br />Discussion ensued over the preliminary redevelopment principles as prepared by staff. This included <br />several edits to the staff draft as it relates to affordable housing, LEED certification, and traffic restrictions. <br />Regarding affordable housing, the Task Force discussed terming the goal as “mixed income living”. It <br />was suggested that any redevelopment have a strong residential base with a mix of pricing. <br />Regarding LEED certification there was consensus to promote and encourage LEED standards and <br />green building, but not mandate. <br />Regarding traffic restrictions there was discussion limiting access onto Olive Boulevard and considering <br />access connections to Woodson Road and Page Avenue. <br />The Task Force also discussed architectural themes and identity and the use of eminent domain. <br />3. CONSIDERATION TO SCHEDULE OTHER GUEST SPEAKERS <br />The Task Force encouraged staff to coordinate with other possible developers to discuss redevelopment <br />opportunities or develop conceptual redevelopment plans.
