ANALYSIS <br />Project Description <br />The applicant is proposing an adult day care facility at 6717 Vernon Avenue. The <br />proposed facility will provide services and activities for senior citizens. All clients will be <br />transported to and from the facility on a daily basis. The proposed hours of operation <br />are Monday through Friday, 8 am to 8 pm. Weekend hours will be limited to pre- <br />scheduled arrangements. All food will be catered. <br />Property Information <br />The subject property is a one story, 6,665 square foot commercial building. The <br />building was constructed in 1962 and according to St. Louis County records the 2010 <br />appraised value is $166,700.The building is currently owned by Racanelli Properties, <br />LLC. <br />Zoning Code Analysis <br />The property is located in the IC – Industrial Commercial District. Day care facilities are <br />(Section 34-38.4). <br />a conditionally permitted use in the IC District <br />Article 7 Off-Street Parking and Loading Requirements <br />Under, day care facilities are <br />required to provide one parking space for every five individuals cared for. There are six <br />designated parking spaces at the rear of the facility. Based on the six parking spaces, <br />the number of individuals cared for at one time would be limited to 30. <br />It is the staff determination that the proposed use complies with all applicable provisions <br />of the Zoning Code; will contribute to and promote the community welfare and <br />convenience; will not cause substantial injury to the value of neighboring property; is <br />consistent with the planning and development policies of the City; and will provide off- <br />street parking and loading areas in accordance with the standards contained in Article 7 <br />of the Zoning Code. <br />RECOMMENDATION <br />Staff Recommends Approval with the following conditions: <br />1. The operator of the business shall regularly police the site to remove litter and <br />debris. <br />2. Outside storage of rubbish and garbage shall be in suitable, covered, containers <br />and shall be located so that such containers cannot be seen from adjacent <br />streets or properties. Where such containers cannot be so located, the <br />containers shall be screened from view from all four sides with a masonry fence <br />having a minimum height of six feet but not more than eight feet. <br />3.
