<br /> <br /> <br /> <br /> <br /> <br /> Resolution 2010 -14 <br /> <br /> <br /> RESOLUTION AUTHORIZING THE PREPARATION OF A "JDD" OLIVE/1-170 JOINT <br /> DEVELOPMENT OVERLAY DISTRICT BY THE OLIVE AND 1-170 UNIVERSITY CITY <br /> - OLIVETTE JOINT REDEVELOPMENT TASK FORCE, CITY STAFF AND PLAN <br /> COMMISSION <br /> WHEREAS, the cities of University City and Olivette (the "Cities") are first-tier suburbs <br /> facing redevelopment challenges, particularly along the Olive Boulevard corridor; and <br /> <br /> WHEREAS, the Cities are committed to taking a proactive approach to dealing with <br /> these challenges; and <br /> <br /> WHEREAS, the Cities have formed the I-170/Olive Joint Redevelopment Task Force in <br /> July 2009 to explore coordinated redevelopment opportunities and initiatives at the 1- <br /> 170/Olive Boulevard interchange; and <br /> <br /> WHEREAS, the 1-170/Olive Joint Redevelopment Task Force has been tasked with <br /> offering recommendations to the City Councils of the Cities on potential joint <br /> governance mechanisms for a cohesive redevelopment initiative that transcends <br /> municipal boundaries; and <br /> <br /> WHEREAS, the I-170/Olive Joint Redevelopment Task Force has determined that a <br /> "JDD" Olive/1-170 Joint Development Overlay District is a zoning mechanism that will <br /> provide for the coordinated redevelopment within the defined boundaries to further the <br /> goals and objectives of the redevelopment principles established by the Joint <br /> Redevelopment Task Force; <br /> <br /> NOW THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF UNIVERSITY <br /> CITY, ST. LOUIS COUNTY, MISSOURI authorizes the 1-170/Olive Joint <br /> Redevelopment Task Force, City staff and the Plan Commission to pursue the <br /> establishment of a "JDD" Olive/1-170 Joint Development Overlay District subject to the <br /> following conditions: <br /> 1. The "JDD" Olive/1-170 Joint Development Overlay District be in effect as a <br /> temporary measure as the Task Force finalizes its recommendation regarding <br /> governance mechanisms for a cohesive redevelopment initiative that transcends <br /> municipal boundaries and not to exceed one calendar year from the date of <br /> adoption. <br /> <br /> 2. The "JDD" Olive/1-170 Joint Development Overlay District be limited to non- <br /> residential and multifamily properties whose primary access is onto the Olive <br /> Boulevard corridor. <br /> 3. The "JDD" Olive/1-170 Joint Development Overlay District require any <br /> redevelopment to consist of 10 acres or more. <br />
