<br /> <br /> <br /> <br /> <br /> SESSION 1320 <br /> <br /> MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br /> December 6, 1982 <br /> <br /> At a regular meeting of the City Council of University City, held in the Assembly <br /> Room of the City Hall on Monday, December 6, 1982, Mayor Joseph W. Mooney presided <br /> and called the meeting to order at 7:31 p.m. In addition to the Mayor, the follow- <br /> ing members of the Council were present: <br /> Mr. Lawrence Lieberman <br /> Mr. Joseph L. Adams, Jr. <br /> Mrs. Cynthia Metcalfe <br /> Mr. Marvin B. Levy* <br /> Mr. Paul E. Schoomer <br /> Mrs. Betty L. Thompson <br /> <br /> *Mr. Levy arrived at 7:33 p.m. <br /> Also present were City Manager Frank Ollendorff and City Attorney Dennis F. Kay. <br /> <br /> MINUTES <br /> <br /> Mr. Schoomer moved that the minutes of November 22, 1982 be approved as received. <br /> Mr. Adams seconded the motion, which carried unanimously. <br /> ANNOUNCEMENTS <br /> <br /> Mayor Mooney said the Commerce Bank of University City recently contributed $1000 to <br /> the University City Police and Firemen's Retirement Fund as a way of saying "thank <br /> you for the excellent service which has always been provided by the two departments. <br /> The Mayor said Chief of Police James Damos had written to bank officials to thank <br /> them for this very generous donation. <br /> The Mayor also noted that the National League of Cities had just held its annual <br /> meeting in Los Angeles, and that several councilmembers served on various committees <br /> or special interest groups of this organization. He announced that Mrs. Thompson was <br /> elected president of the Women in Municipal Government group, that Mr. Adams served <br /> on the Transportation and Communications Steering Committee, that Mr. Lieberman rep- <br /> resented the St. Louis County Municipal League as its president, and that the Mayor <br /> served on the Finance, Administration and Intergovernmental Relations committee. He <br /> said councilmembers were trying to publicize University City as much as possible. <br /> CITY MANAGER'S AGENDA <br /> <br /> REHABILITATION TAX ABATEMENT - 714 WESTGATE <br /> The City Manager said a request was received for tax abatement at 714 Westgate, and <br /> that the University City Redevelopment Authority found that the proposal for rehabili- <br /> tation met the requirements for Parkview Gardens rehabilitation standards and there- <br /> fore was prepared to approve 25-year partial tax freezing. He recommended that the <br /> Council approve the tax freezing as authorized by the Redevelopment Authority, and in <br /> addition, the contract to transfer ownership by the Redevelopment Corporation.
