Mr. Sc.hoomer, as seconder, accepted the amendment, and also asked that Mayor <br /> Mooney reconvene the special Council subcommittee on streets to examine the policy <br /> in much greater detail. <br /> Mro Adams asked for clarification of the amendment--he wished to know if it meant <br /> thirty years after construction or reconstruction., Mrs_ Metcalfe said it did mean <br /> that. <br /> All voted Aye on the amendment except Mrs. Thompson, who voted Nay. All voted Aye <br /> on the motion, as am-ended, except Mrs, Thompson and Mr. Lieberman, who voted Nay. <br /> The motion carried by a vote of four to two. <br /> <br /> RETURN TO DISCUSSION OF 1983 CITY CALENDAR <br /> <br /> Examples of the work of the low bidder, Comfort Printing, were circulated to Coun- <br /> cil. Mr. Ollendorff said the quality of work of this printer and the second lowest <br /> bidder, Krawll, was quite similar. The work of the others had not been examined, <br /> except insofar as some of them had worked for the City previously. <br /> Mrs. Metcalfe said if the Council did not think the printing quality was sufficient- <br /> ly high, it could instruct the City Manager to seek out the next lowest bidder who <br /> had acceptable quality. Mr. Ollendorff asked Mr. McPhail about time constraints. <br /> Mr. McPhail, Director of Finance, said the material had to go to the printer in <br /> early November. Mr. Ollendorff said there was not time to get new bids, however, <br /> there did seem to be time to examine the quality of other bidders prior to the next <br /> Council meeting on October 25. He felt the quality of the low bidder was adequate, <br /> although noting it was a subjective judgment. <br /> Mr. Adams asked how much had been budgeted for this item. Mr. Ollendorff said he <br /> thought it was $8000, so that even the low bidder exceeded the budgeted amount. <br /> Mr. Lieberman was concerned about Mr. Ollendorff's statement that the printing was <br /> adequate. Mr. Lieberman said the calendar went to every home in the City and was <br /> used for a full year. He thought the Council had made it clear in the past that <br /> quality was very important, as well as ensuring its arrival in homes in a timely <br /> manner. He asked Mr. Ollendorff to provide samples of all printing next year. <br /> Mro Ollendorff said there was an additional factor to consider--the City had em- <br /> ployed the services of a person who was skilled at layout, typesetting and print- <br /> ing supervision, and he believed that person could get the best possible quality <br /> from the printer that the printer was capable of producing, noting the City has <br /> not had that advantage in the past. <br /> Mrs. Metcalfe moved that the award be made to the low bidder, Comfort Printing, in <br /> the amount of $8959. Mr. Schoomer seconded the motion, which carried unanimously. <br /> <br /> PERSONNEL REPORT <br /> <br /> The Personnel report for the week ending October 9, 1982 was received and ordered <br /> filed. <br />
