<br /> <br /> <br /> <br /> Session 1315, Minutes Page 10 <br /> September 20, 1982 <br /> <br /> Responding to Mrs. Metcalfe, Mr. Ollendorff said there would be certain people in <br /> the northeast section of the City who were not now eligible for home improvement <br /> loans who would become eligible if the area were made an NSA; however, it would be <br /> very difficult to spread the available money over that broad an area by adding a <br /> larger NSA. He said there were neighborhoods, blocks and individual homeowners in <br /> the area who met the eligibility standards, so the public improvements may be done <br /> anyway, as long as the money lasts. <br /> Mrs. Thompson asked about eligibility requirements. Mr. Mike Parquette, Community <br /> Development Director, came forward. He said the City, which received the standards <br /> from the County, had been using 1970 standards, but the 1980 census data would be <br /> available very shortly. He said the income standards were reviewed once a year and <br /> updated by the St. Louis County Office of Community Development. <br /> Mr. Schoomer asked if it would be possible to continue the police foot patrol in <br /> the special benefit tax district strip since an agreement had been entered into that <br /> precluded curtailing a service once it was provided. Mr. Parquette said that pro- <br /> gram had been started in 1978 as a demonstration. He noted that the City had been <br /> questioned by HUD for the past two years on this program concerning the length of <br /> time, benefits, etc. He also pointed out that Parkview Gardens now has a patrol car <br /> assigned exclusively to that area at all times, which was not the case when the foot <br /> patrol program started. <br /> Mr. Lieberman asked if it was necessary for the neighborhood to be contiguous in an <br /> NSA. He said there were several areas east of 82nd Boulevard which could qualify. <br /> Mr. Parquette said the area would have to be considered a neighborhood but doesn't <br /> necessarily have to be contiguous. Mr. Levy said he thought there was a stronger <br /> visual impact in a contiguous area rather than in small, scattered areas. <br /> Mr. Schoomer said his query concerning foot patrol was not answered. Mr. Ollendorff <br /> said there would be at least as much policing in that area as there was several <br /> years ago when that program was instituted, and the patrol would be more regular. <br /> He said he would be happy to meet with the special benefit tax district and go over <br /> the details of how the policing will be done. <br /> Mr. Levy moved approval of the administration recommendation for the use of Commun- <br /> ity Development funds, including Alternative 1. Mr. Adams seconded the motion, <br /> which carried unanimously, <br /> <br /> CONDITIONAL USE - 8130 DELMAR <br /> <br /> The City Manager said a request had been received to approve a conditional use per- <br /> mit at 8130 Delmar for a self-service gasoline station with food and associated <br /> sales. The Plan Commission recommended approval, with the following conditions: <br /> 1. All parts of the main building including the canopy be set back 35 feet from <br /> Old Bonhomme. <br /> 2. Accessory building to be five feet from the property line. <br /> 3. East side of property to be landscaped. <br /> 4. South part of site used for parking to be planted in grass and maintained. <br /> 5. Provide revised plans to show refuse storage and landscaping for review and <br /> approval. Install and maintain refuse storage and landscaping per approved <br /> plan. <br />
