Mr. <br /> Levy said that a resident's share of the cost can also be handled on an installment <br /> basis of up to ten annual payments, with 8% interest. He also said it was very un- <br /> likely that the street would be improved before winter because of the time necessary <br /> to get plans drawn up which were acceptable to everyone, and the bidding process. <br /> Mr. Ollendorff confirmed this and said construction could definitely not take place <br /> before spring; however, the City would try to address the immediate drainage prob- <br /> lems on Mr. Susman's property and two others in a temporary fashion until actual <br /> construction work can start. <br /> COMMUNITY DEVELOPMENT APPLICATION <br /> The City Manager said a public hearing was scheduled for 8:00 p.m., with the City <br /> Council being requested to take final action on the 1983 Community Development ap- <br /> plication so that the deadline for submission will be met. The City now expects to <br /> receive total funding in the amount of $550,700. However, originally, $413,000 was <br /> expected, and the following recommendations were made by staff for the use of those <br /> funds: <br /> Home Improvement Program $ 10,000 <br /> Home Repair Program 50,000 <br /> Free Exterior Paint Program 3,000 <br /> Weatherization Program 3,000 <br /> Parkview Gardens Neighborhood Strategy Area 164,000 <br /> Business Development Program 40,000 <br /> Redevelopment Authority Activities 15,000 <br /> Flood Control Projects 50,000 <br /> Planning Studies for Flood Control 20,000 <br /> Administration 58,000 <br /> Total $413,000 <br /> Mr. Ollendorff said the City very recently received word that additional funding in <br /> the amount of $137,700 will be received, and several alternatives, presented below, <br /> have been suggested by staff, as follows: <br /> <br /> 1) Formation of a Neighborhood Strategy Area (NSA) in the northwest section of <br /> the City (west of 82nd Boulevard and north of Olive) and development of an <br /> overall neighborhood improvement program for this area. Many families in this <br /> area have applied for home improvement loans, but were rejected because their <br /> income was slightly above the limits. These people wish to improve their prop- <br /> erty, but cannot finance the project without assistance. If an NSA was formed, <br /> loans can be made to these families, who have the financial capability of repay- <br /> ing them. In addition to an extensive home improvement effort, other activi- <br /> ties will be undertaken to complete the neighborhood improvement project, as <br /> follows: <br /> <br /> <br /> k <br />
