The City Manager recommended ap- <br /> proval of a picnic license to sell beer on July 18, 1982 at Heman Park for the Uni- <br /> versity City Lions Club. The Park Commission has already given its approval. <br /> <br /> Trousers for the Police Department (#3). The City solicited bids for the furnish- <br /> ing of winter and summer trousers for the Police Department, with the following re- <br /> sponse: <br /> Winter Summer Total <br /> Penn Garment $3,212.30 $2,984.80 $6,197.10 <br /> Leon Uniform $3,817.45 $3,931.20 $7,748.65 <br /> Universal Uniform $5,621.00 $5,681.50 $11,302.50 <br /> Acceptance of the bid from Penn Garment in the amount of $6,197.10 was recommended. <br /> <br /> Uniform Shirts for the Police Department (#4). Bids were solicited by the City for <br /> the furnishing of summer and winter shirts for the Police Department, with the fol- <br /> lowing response: <br /> Winter Summer Total <br /> U. S. Uniform $2,964.08 $2,126.49 $5,090.57 <br /> Leon Uniform $3,087.36 $2,260:08 $5,347.44 <br /> Universal Uniform $3,307.12 $2,395.86 $5,702.98 <br /> <br /> It was recommended that the U. S. Uniform bid in the amount of $5,090.57 be accepted. <br /> <br /> TAX WAIVERS - VACANT LOTS <br /> The City Manager said several requests had been received to waive back taxes, and <br /> in connection with that, the Council should discuss the policy it wants implemented <br /> on this subject. He said there were about 60 lots in University City which,.for <br /> various reasons, have been under the ownership of St. Louis County. The County's <br /> policy is to sell these properties to anyone who is interested in buying them for <br /> $100, waiving all County taxes owed. At that point, the Council must then decide <br /> what should be done about bills and/or taxes on the properties which are owed to <br /> University City. Two years ago, a Charter amendment made it possible for the Coun- <br /> cil to waive back taxes, and it has done so in several instances since that time, <br /> but only for adjacent vacant property. Mr. Ollendorff said an unusual request had <br /> been received whereby a University City resident (James Love, Jr.) had purchased <br /> five lots from St. Louis County, none of which are adjacent to his own property, <br /> although one lot is in the same block. The others are from two to ten blocks away. <br /> Mr. Ollendorff recommended that the lot nearest the owner's property (at 6927 Cor- <br /> bitt) be considered for tax abatement. (Mr. Love lives at 6900 Plymouth.) How- <br /> ever, Mr. Ollendorff pointed out several advantages of getting the lots into pri- <br /> vate ownership--the owner could be billed if the City had to perform any services, <br /> such as weed-cutting, and the property would be back on the tax rolls. <br /> In answer to Mayor Mooney, Mr. Ollendorff said that nearly all property owners ad- <br /> jacent to County-owned lots had been notified that they may purchase those lots at <br /> a nominal cost, with 15 to 20 responses up to now. <br /> Mr. Ollendorff said, answering Mr. Lieberman, that the purchaser of the five lots <br />
