<br /> <br /> <br /> <br /> <br /> Session 1309, Minutes Page 12 <br /> June 7, 1982 <br /> <br /> pointed out that the Council would not get the current information they now receive <br /> concerning legislation affecting cities so that the City's representatives in Con- <br /> gress may be lobbieda In connection with that point, Mayor Mooney said a letter <br /> had been sent to Senator Danforth in regard to the cable television bill now before <br /> Congress, and that that kind of lobbying was much more effective than any University <br /> City could do through the NLC. <br /> Mr. Levy said he was somewhat uncomfortable with the philosophy of the Council tak- <br /> ing advantage of the good things offered by the NLC, while maintaining that it's <br /> not really necessary for the City to pay its fair share of dues. Also, he felt it <br /> was important that some councilmembers have participated and have undoubtedly had <br /> some influence in the NLC through their participation on a steering committee or <br /> other arm of the organization. <br /> Several councilmembers asked that the matter of paying the 1983-84 NLC dues be put <br /> to a vote, with the results as follows: AYES: Councilmembers Lieberman, Adams, <br /> Levy, Schoomer and Thompson. NAYS: Councilmember Metcalfe and Mayor Mooney. <br /> <br /> Mrs. Metcalfe then moved to reduce the travel budget from $9,500 to $8,500. Mr. <br /> Adams seconded the motion. Mr. Lieberman noted that the NLC annual meeting is to <br /> be in Los Angeles, and the Missouri Municipal League meeting will be in Kansas City, <br /> which meant that because of the distance, travel expenses will be somewhat higher <br /> than usual. He said he wished to remind councilmembers who will be attending the <br /> meetings that if they wished to take advantage of the spirit of the motion that ap- <br /> proved paying the dues, and to take advantage of the seminars and other things of- <br /> fered by the NLC, it was going to be very expensive. Upon roll call, the following <br /> vote was recorded: AYES: Councilmembers Adams, Metcalfe, Levy, Schoomer and Mayor <br /> Mooney. NAYS: Councilmembers Thompson and Lieberman. <br /> Still under Legislative Services (Contractual.), Mr. Ollendorff said the amount in <br /> 3.01 Advertising included $4,000 which is given to the Special Events Committee for <br /> publicizing special events and the summer park concerts. Mrs. Metcalfe said she <br /> had asked for this review, and wished to know how much money the Special Events Com- <br /> mittee had raised, and if the number of events held is the same as it has been. Mr. <br /> Ollendorff said about $8,000 or $9,000 was raised, and the number of events held <br /> this year was reduced by two. One was the House and Garden tour, which will be held <br /> biennially, and the other was Sunday in the Park, which has not been well attended. <br /> Mrs. Metcalfe said it was too late to change this now, but she had drawn attention <br /> to it as something which the Council might wish to examine through the year to see <br /> if there may be less expensive means of accomplishing the same ends. <br /> RECESS <br /> Mayor Mooney called a short recess from 10:00 to 10:05 p.m. <br /> RESUMPTION OF BUDGET DISCUSSION <br /> Human Resources (page C-14). Mr. Ollendorff said there had been several requests <br /> from the public to increase the University City Residential Service (UCRS) budget <br /> (included under Contractual Services, 1.10 Miscellaneous Outside Personal Services) <br /> although no councilmember had made that proposal. The UCRS budget was left intact <br /> with the same amount allocated for 1982-83 as in 1981-82. <br />
