However, a temporary employee from the Summer Youth Employment Pro- <br /> gram will be assigned to this function, and he recommended against changing this de- <br /> partment's personnel budget. No comments were forthcoming from Council. <br /> <br /> Parks and Recreation, Maintenance (page C-73). Mrs. Metcalfe had asked that 2.01 <br /> Agricultural Supplies (trees) under Commodities be discussed. She said she drew up <br /> a table last year, comparing the number of trees being planted with the number being <br /> removed, and that fewer were being planted than were removed. She was concerned <br /> about this and asked that the Council try to be aware of and report to the adminis- <br /> tration areas in neighborhoods which need tree plantings, and in this way the number <br /> of trees will be kept up to the level citizens want. <br /> On page C-80, Parks and Recreation, Recreation, under Personal Services, 3.0 Tempo- <br /> rary and Part-time Employees Pay, two questions were raised by Council. The first <br /> was that this budget did not include funds to partially support a coach for the Uni- <br /> versity City Swim Club. Mrs. Metcalfe said the Club had only recently been informed <br /> that support might be withdrawn, and also, their membership was not now large enough <br /> to pay the full salary of a coach. She suggested that the Club be given an oppor- <br /> tunity and time to increase its membership, and in the meantime, allot them half (or <br /> $450) of the amount they originally asked for, in order to provide the time needed <br /> to increase membership, and informing them this was to be a one-time occurrence. <br /> The Mayor called for a vote, and all voted to extend the support suggested by Mrs. <br /> Metcalfe except Mr. Lieberman, who voted Nay. <br /> The other discussion item was the use of tennis attendants. Mr. Ollendorff said <br /> $5,200 was in the budget for two tennis attendants, one of whom was to be at Heman <br /> Park and the other was to be a roving attendant. However, the.University City Ten- <br /> nis Club had requested that an attendant be assigned to Flynn Park, and this was ap- <br /> proved by the Park Commission as a trial for this summer only, with permits to be <br /> required for play at Flynn. Play at the other two court locations would continue <br /> to be free. This trial would not require a change in funds allocated. The other <br /> option would be to reduce the amount and have an attendant only at Heman. Mr. Levy <br /> said he was uncomfortable with placing an attendant at Flynn, and thought perhaps it <br /> was not a good prioritizing of the City's funds--he thought there should be a roving <br /> attendant or the money should go toward upgrading the tennis courts at Heman Park. <br /> Mrs. Metcalfe said several key points were missing in this reasoning. One point <br /> was that the Tennis Club was new this year and it was promoting tennis in a way that <br /> has not been done before. According to a report she received, the amount collected <br /> for tennis permits so far is far above the level of last year at this time. She <br /> said there were several problems with a roving attendant-=he cannot monitor playing <br /> time on a court for any length of time, thereby ensuring equal time for all, and he <br /> also cannot ask non-residents to leave the court, if resident permits are not re- <br /> quired, which may prevent University City people from using their own courts. She <br /> suggested that the proposed plan be given a one-year trial, with the premise that <br /> it must come very close to paying the cost of the attendant at Flynn, and with the <br /> option that the attendant at Flynn could be sent to Fogerty or Kaufman Parks, if <br /> needed. Mr. Ollendorff said he concurred with some of the points made by Mr. Levy, <br /> however, he was not against the proposed plan being given a one-year trial, although <br /> the administration felt it would not bring in enough money to pay for the attendant <br /> at Flynn. Mr. Levy asked Mrs. Metcalfe what would preclude the Tennis Club from <br /> utilizing the Heman Park courts, and using the money saved by not having an addi- <br />
