He also suggested <br /> that a consultant could be invaluable, and Mr. Levy concurred with this view. <br /> <br /> Mr. Ollendorff said that two reports which are not yet ready have to do with long- <br /> term data processing plans, and an analysis of ambulance bills. <br /> Discussion of the budget resumed on page C-71, Parks and Recreation, Administration <br /> Maintenance and Forestry (3510). Mr. Adams inquired why 120 fewer trees were to be <br /> planted in 1982-83 than during the current and previous years. Mr. Ollendorff said <br /> it was not necessary to replace every tree which was removed, and in addition there <br /> were some unusual projects this year, such as replacing the trees on Big Bend. He <br /> ' said a very thorough review of the Park Department was done this year, which was <br /> summarized in a report he circulated to the Council. Several items were discussed. <br /> Six permanent CETA employees had been lost, who would be replaced by two regular em- <br /> ployees hired by the City. Mr. Levy asked if the 13% increase in Regular Employees <br /> Pay (1.1) under Personal Services accounted for those two employees, and Mr. Ollen- <br /> i dorff said that was correct. <br /> Under Contractual Services, Mrs. Thompson asked about Street and Sidewalk Repairs <br /> (6.02), and Mr. McPhail said that was for resurfacing half of the tennis courts at <br /> Heman Park. Mr. Ollendorff said the City was trying to get on a regular cycle for <br /> resurfacing tennis courts, since it seemed to have been done rather erratically in <br /> the past. <br /> Mr. Ollendorff replied affirmatively to Mr. Schoomer's question as to whether this <br /> budget assumed the same level of maintenance and services which have been in effect <br /> in the past. Mr. Ollendorff po-inted out a small increase in Tree Maintenance (9.11) <br /> which will provide slightly more tree trimming by contract. He said the City had <br /> received very favorable contract prices for tree trimming; however, if prices were <br /> to escalate, it may be necessary to cut back. <br /> Parks and Recreation, Golf Course (3520). Mr. Ollendorff said the personnel budget <br /> was higher because it was found that the cutback to two employees did not provide <br /> the needed maintenance required to operate the golf course, so that three full-time <br /> employees were budgeted for 1982-83, in addition to the part-time people who work <br /> during the summer. Mr. Ollendorff said income from the golf course covers day-to- <br /> day maintenance and attendants, but does not cover Park Department supervision, nor <br /> fringe benefits, nor the basic investment in the course. <br /> Mr. Lieberman asked about felling of a number of sweet-gum trees, and Mr. Ollendorff <br /> said those being cut were ones which interfered with playing on the course, but that <br /> they would be replaced by other less objectionable trees. <br /> Parks and Recreation, Recreation (3530). Mr. Ollendorff said that the number of ten- <br /> nis court attendants has been decreased over the past few years, and next year the <br /> City proposed to have one at the Heman Park courts, plus a roving attendant at the <br /> other City courts. However, the new University City Tennis Club proposed that there <br /> also be a full-time attendant at Flynn Park to regulate play, and those playing at <br /> those courts would be required to purchase permits. There was general discussion <br /> about use of the various courts. Mr. Schoomer noted that putting a full-time atten- <br /> dant at Flynn Park would determine how many additional permits would be sold. Mr. <br />
