<br /> <br /> <br /> <br /> SESSION 1304 <br /> <br /> <br /> MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br /> May 3, 1982 <br /> <br /> At a special budget study meeting of the City Council of University City, held in <br /> the Emergency Operations Center of City Hall on Monday, May 3, 1982, Mayor Joseph W. <br /> Mooney presided and called the meeting to order at 7:40 p.m. In addition to the <br /> Mayor, the following members of the Council were present: <br /> Mr. Lawrence Lieberman <br /> Mr. Joseph L. Adams, Jr. <br /> Mrs. Cynthia Metcalfe <br /> Mr. Marvin B. Levy* <br /> Mr. Paul E. Schoomer <br /> Mrs. Betty L. Thompson <br /> <br /> *Mr. Levy arrived at 7:45 p.m. <br /> Also present were City Manager Frank Ollendorff and Director of Finance Michael T. <br /> McPhail. <br /> <br /> The public was invited to attend as observers. The budget was the only subject dis- <br /> cussed. <br /> REVENUE - EXHIBIT C <br /> <br /> Mr. Ollendorff said the fund balance was well below what it should be at this time. <br /> As the Council examines the budget at the budget study meetings, he said the admin- <br /> istration will point out where further changes or reductions can be made in nearly <br /> every department. He noted that the proposed budget represented the least expensive <br /> way of continuing to do all of the things which have been done in the recent past. <br /> Since the budget is formulated so early in the year, it was found that some of the <br /> revenue projections will be different than first thought. He pointed out that the <br /> balancing of this budget, if no changes are made, would require the use of about <br /> $500,000 of the fund balance, which is already smaller than it should be. He stated <br /> that the administration would continue to try to effect economies throughout the <br /> year, even after the Council has approved the budget. He noted there were four cop- <br /> ies of the budget in the library for citizen use, and any group wishing to study the <br /> budget may get a copy from the Finance Department. <br /> General Property Taxes (page B-7). In response to Mayor Mooney's question about a <br /> 12% increase in property tax revenue, Mr. Ollendorff said it was his recommendation <br /> that the property tax be increased to $1.00, the legal limit ($0.90 would go to the <br /> general operating fund, and $0.10 would go to the debt and capital portion of the <br /> general fund). Mr. Ollendorff called attention to page A-3, where the breakdown of <br /> the property tax rate was shown. In addition to the general fund amount ($1.00), <br /> $0.34 is allocated for uniformed employees retirement fund, $0.40 for the library, <br /> and $0.43 for the debt service fund. This is a total of $2.17. <br /> Licenses. The total for 1982-83 is expected to be just slightly higher than for <br /> 1981-82. Mr. Ollendorff said it had been verified that virtually all businesses in <br /> University City have purchased business licenses. He said this was not the case <br />
