<br /> <br />Richard Dockett, 6844 Crest Ave. <br />Mr. Dockett was present to do part two on out-sourcing. He stated he was glad that University <br />City is moving forward with the Human Rights Commission. Mr. Dockett said out-sourcing will <br />double the price we are now paying for waste hauling. He said the Human Rights Commission, <br />the Civil Rights Commission, the EEOCO and the Labor Commission need to take a look at <br />outsourcing Public Works trash hauling that there might be some humane rights violations that <br />U City does not want to be involved with in that manner. <br /> <br />Paulette Carr, 7901 Gannon Ave <br />Ms. Carr spoke of the hrmgr emails that were accessed by Ms. Ricci noting that she said that <br />the emails were sent to what Ms. Ricci described as her secure G-mail address, some were <br />forwarded to the City Clerk and or the City Manager. Ms. Carr stated she was informed by the <br />City Clerk that she did not have any emails received from hrmgr computer in her computer file <br />listings. Ms. Ricci supplied Ms. Carr and Council with copies of the emails she had emailed to <br />her personal account. but Ms. Carr stated that who they were sent to and if there were any <br />comments had been removed. Ms. Carr stated that G-mail is not secure. She said the <br />employees should be notified in order to protect their identity. <br /> <br />Mae Etta Weston, 1595 Mendell <br />Ms. Weston stated that at the last Council session there was discussion on whether the Charter <br />allowed Councilmembers to employee’s records and was not sure that she left with a real clear <br />understanding if the Charter did or did not permit that. Ms. Weston had two questions: does <br />the City Charter give permission for the Councilmembers to access City employee files and if <br />so under what conditions does this occur and specifically what files can be accessed. <br /> <br />Cecilia Zappa, 6801 Delmar <br />Ms. Zappa noted she was a graduate intern working with U City’s Community Development <br />department. She spoke of the success of the first Entrepreneur Development Forum and <br />announced the next meeting would be November 18, 6:30 p.m. in the Public Library. Ms. <br />Zappa said the speaker would be from the St. Louis County Economic Council to provide <br />information on the services for entrepreneur provided by the Council. The next meeting will be <br />December 9 at 6:30 at University City Library and the speaker will be Joan Horn from SCORE <br />St. Louis. She also invited everyone to come to the unveiling of the banner for the announcing <br />and branding of the I-170/ Delmar Business District, on November 17 at 3:30 p.m. at the <br />Brentmoor. <br /> <br />Tom Sullivan, 751 Syracuse <br />Mr. Sullivan stated he has continually asked about the trash delinquencies, specifically the City <br />stated they had 2 million dollars in trash delinquencies, claiming that it has gone down to 1.3 <br />million dollars. He said there are hundreds of thousands of delinquent bills being added each <br />year and he has asked how much of that reduction is actual money in the bank. Mr. Sullivan <br />thought it was incredible that the City did not know how much is being collected and how much <br />is not being collected. He also noted that he has another pending Sunshine request on the <br />hiring of the City Manager and he has not received an answer. Mayor Welsch asked the City <br />Manager to get back to Mr. Sullivan about the trash billing and the City Clerk about the <br />Sunshine request.
