<br />thereof a new chapter to be known as “Chapter 2.62 Police and Firemen’s <br />Retirement System”, thereby amending said chapter so as to maintain plan <br />qualification under the Internal Revenue Code, remove outdated provisions, revise <br />language to assure consistencyand restructure the plan to assure consistency of the <br />, <br />structure and order of plan provisions. <br /> <br />Introduced by Mr. Sharpe, Jr. <br />3. <br />BILL 9098 – An ordinance repealing chapter 2.64 of the University City Municipal <br />Code, relating to the Nonuniformed Employees Retirement System, and enacting in <br />lieu thereof a new chapter to be known as “Chapter 2.64 nonuniformed employees <br />retirement system”, thereby amending said chapter so as to maintain plan <br />qualification under the internal revenue code, remove outdated provisions, revise <br />language to assure consistency, and restructure the plan to assure consistency of the <br />structure and order of plan provisions <br /> <br />O. CITIZEN COMMENTS <br /> <br /> <br />P. COUNCIL COMMENTS <br />863-7333 <br />Mr. Glickert announced the Hot Line number to call, to report nuisance houses and <br />problems throughout the City. He noted that callers remain anonymous. He said there is now <br />a flyer with this number being distributed throughout the City. <br /> <br />Mr. Crow thanked the City Manager for the update he received on Wash U neighborhood <br />issues and on Wilson Ave. He had a question if the City Manager Weekly Update has been <br />eliminated, if it would be reinstituted or if it is gone away. Mr. Crow inquired about a voice mail <br />that was left on September 16 that had been saved and would like to set up a convenient time <br />to sit down with the City Manager to hear that voice mail. He stated that Council had received <br />an email from City Attorney Mr. Mulligan on the City Manager’s ability to move people around. <br />Mr. Crow had a specific question, “October 18 we received an email that said the City Manager <br />had eliminated a department and I am trying to figure out if that question was not asked <br />specifically of our City Attorney or whether it was just not answered; in that it looks to me that <br />our Charter requires that if we get rid of Human Resource or Personnel Department, which this <br />email says we did, then that requires an action of this Council; or maybe the email was just <br />incorrect.” Mr. Crow stated he continues to be concerned about the number of responsibilities <br />that are residing on Ms. Watson as Deputy City Manager/Finance Director, person responsible <br />for Personnel and HR and Information Technology. He thought it was an awful lot for one <br />person’s shoulders. Mr. Crow said there should be some documentation that shows Ms. <br />Watson as the head of HR and would like to see it. He also asked since the elimination of the <br />IT department and its two personnel positions and is being contracted out, he is trying to <br />determine if the budget for IT will provide for those contracted services; will there be a new <br />contract for that particular area; will there be a need for a budget transfer amendment because <br />to him that department can’t simply have two people eliminated, have it outsourced and have it <br />all fall under the City Manager’s contract authority. Mr. Crow stated in reference to Ms. Carr’s <br />statement and handout, he shares the employees same concern, to have their names, <br />addresses and social security numbers could be some place and does not believe they are <br />secured in a G-mail account. Mr. Crow said it is also an abuse of this information and could not <br />understand why the actions of the Council on October 4 are not being made public.
