<br /> <br /> MINUTES OF UNIVERSITY CITY COUNCIL <br />REGULAR SESSION <br />October 18, 2010 <br /> <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, on <br />Monday, October 18, 2010. Mayor Shelley Welsch called the meeting to order at 6:30 p.m. In <br />addition to Mayor Welsch, the following members of the Council were present: <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br /> Mr. Steven Kraft <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br />Also in attendance was City Manager Lehman Walker. <br /> <br />C. APPROVAL OF AGENDA <br /> <br />Tentative agenda was approved as amended. <br /> <br />D. PROCLAMATION <br />Mayor Welsch read a proclamation in honor of Dr. Michael Sherraden for his significant <br />accomplishments noted in the May 10, 2010, issue of TIME magazine as Mr. Glickert <br />presented the proclamation to him. <br /> <br />Dr. Sherraden briefly spoke saying he and his family members are delighted to be residents of <br />University City and this honor means more to him than the article in TIME magazine. <br /> <br />E. APPROVAL OF MINUTES <br />1. <br />September 27 2010, Special Session minutes were moved for approval by Mr. Sharpe and <br />carried unanimously <br />2. <br />October 4, 2010, Study Session minutes were moved for approval by Ms. Ricci and carried <br />unanimously <br />3. <br />October 4, 2010, Regular Council Session minutes were moved for approval by Mr. Sharpe <br />and carried unanimously. <br /> <br />F. APPOINTMENTS <br />1. <br />Jackie Womack was nominated to the Traffic Commission by Ms. Ricci, seconded by Mr. <br />Glickert and carried unanimously. Mr. Womack spoke briefly saying he was honored to be <br />on this committee. <br /> <br />G. SWEARING IN <br />1. <br />Daniel Rayhawk was sworn in to the L.C.R.A. <br /> <br />2. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br /> <br />Richard Dockett, 6844 Crest Ave. <br />Mr. Dockett wanted to address the issue of outsourcing and did not want the Public Works <br />Division to be outsourced. He compared the practice of outsourcing jobs to the Armageddon. <br />He assured the Council that outsourcing the Public Works trash collection will cost the City <br />more money rather than saving money. Mr. Dockett said it will cost more money with less <br />service if it is outsourced. He stated that with the removal of Public Works trash collection, it <br /> <br /> 1 <br /> <br />
